• <br />• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 1D <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DATE: July 8, 2013 <br />TOPIC: Consider Resolution No. 13 -81, Approving Amendment <br />to Joint Powers Agreement with Town of White Bear and <br />City of North Oaks <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration to approve an amendment to the existing Joint <br />Powers Agreement (JPA) with the Town of White Bear and the City of North Oaks for the <br />provision of sanitary sewer and water services. <br />BACKGROUND <br />In 2004 the City entered into a JPA with the Town of White Bear and North Oaks to allow for <br />the extension of sanitary sewer and water main to service the Rapp Farm development in North <br />Oaks. The utilities were provided by the Town of White Bear via trunk sanitary sewer and <br />water main located in Centerville Road. The utilities were extended through Lino Lakes to <br />access the Rapp Farm property, on the western side of Wilkinson Lake, south of County Road <br />J. <br />North Oaks Development Company is currently proposing the expansion of the Rapp Farm <br />development. Accordingly they have requested an amendment to the agreement for expansion <br />of the service area. The agreement has no effect on the City of Lino Lakes. Maintenance on <br />the system and billing is all provided by the Town of White Bear. <br />RECOMMENDATION <br />Staff recommends approval of Resolution No. 13 -81 <br />ATTACHMENTS <br />1.
