WSB <br />Iru <br />Engineering • Planning • Environmental • Construction <br />August 26, 2013 <br />City of Lino Lakes <br />Mr. Michael Grochala <br />600 Town Center Parkway <br />Lino Lakes, MN 55416 <br />Re: Request for Proposal for 21St Avenue Extension <br />Plans & Specifications and Construction Management <br />Dear Mr. Grochala: <br />701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763 -541 -4800 <br />Fax: 763 - 541 -1700 <br />As requested by the City of Lino Lakes, the following proposal details the tasks that reflect our <br />understanding of the City's needs to complete the plans and specifications and manage the <br />construction for the 21st Avenue extension project: <br />I. Final Design <br />WSB will create removal plans, proposed pavement and road geometrics, watermain and <br />sanitary sewer plans, storm water drainage and ponding, wetland delineation and <br />mitigation coordination, signing and striping plans, signal modification plans, <br />specifications, and all necessary permitting including the Rice Creek Watershed District, <br />Minnesota Pollution Control Agency, Anoka County and Minnesota Department of <br />Health. <br />II. Bid Administration <br />WSB will prepare a cost estimate and schedule for the proposed improvements, attend <br />meetings with the City as necessary, and coordinate the advertising and bidding of the <br />project including making a recommendation to the City Council on the selection of a <br />contractor. <br />III. Assessments <br />WSB will prepare the final cost share distribution as outlined in the City's Joint Powers <br />Agreement with the City of Centerville based on the final construction costs. <br />IV. Contract Administration <br />WSB will manage the contract for the construction of the proposed improvements <br />including the coordination of insurance and bond documentation, monthly pay requests, <br />Minneapolis • St. Cloud <br />Equal Opportunity Employer <br />
