The proposed improvements consist of street, sanitary sewer, water main, <br />storm sewer, traffic control signals and pedestrian improvements. WSB, City Engineer, has <br />submitted a proposal to complete the plans and specifications, contract administration and <br />construction observation in the amount of $155,500. <br />BACKGROUND <br />On August 26, 2013, the City Council approved the petition and waiver agreement with ALINO, <br />LLC and the Joint Powers Agreement with the City of Centerville for the construction of 21St <br />Avenue. The City of Centerville approved the JPA on August 28, 2013. <br />The project consists of the extension of public infrastructure from Main Street (CSAH 14) to a <br />point approximately 1,320 feet north. The proposal submitted by WSB and Associates provides <br />complete engineering services from design to project completion for the not to exceed amount of <br />$155,500. Execution of the engineering contract is conditioned upon execution of the JPA by <br />both Lino Lakes and Centerville and submittal of required agreements by all property owners. <br />The estimated total cost of the improvement is $1,211,000 including engineering, <br />legal /administration and construction. The City of Centerville's share of the project is <br />approximately $437,000. The agreement with ALINO provides for an assessment amount up to <br />approximately $689,000 with the balance of the project costs covered the City's trunk utility unit <br />fund. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 13 -97 authorizing preparation of plans and <br />specifications. <br />
