Other regional locations would be Rochester, MN, <br />Rogers, MN, Lakeville, MN, and Eau Claire, WI. Mr. Payton <br />answered that Target needs a certain number of retailers and square footage to attract <br />customers. He continued that there would be issues on Lake Drive even if Target would <br />not be present, and Target would provide the funding and the tax base to initiate the <br />upgrades needed. <br />Mr. Palmquist assured the Board that the project would be. worked out with staff. <br />
