Studenski, City Engineer <br />COUNCIL MEETING DATE: January 8, 2006 <br />TOPIC: Resolution No. 07 -05, Amending Height Restriction <br />for Century Farms North <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND: <br />The preliminary plat for Century Farm North was approved by the City Council on <br />April 28, 2003 with Resolution 03 -60. Resolution 03 -60 included specific height <br />restrictions to protect air space for the private air park. The next year, Resolution 04 -43 <br />amended the height restrictions to include a 7:1 "transitional surface" on the sides of the <br />runway and a 20:1 "approach surface" at the end of the runway to conform to MNDOT <br />Aeronautics licensing requirements and recommendations. <br />MNDOT Aeronautics restrictions require the "approach surface" at the end of the <br />runway to be maintained by the air park to keep its license in conformance. The <br />"transitional surface" at the sides of the runway is recommended, but not mandatory. <br />The City is not obligated to adopt these restrictions, although the City's comprehensive <br />plan does include an objective to adopt airport zoning restrictions. It is important to <br />note that these requirements apply only in the Century Farm North development. <br />Attached is a revised Air Park Building Height Exhibit dated December 11, 2006, which <br />is intended to amend the Air Park Building Height Exhibit dated March 4, 2004 that was <br />attached to Resolution 04 -43. The new plan reflects a resurvey of the west end of the <br />runway, which increases the Maximum Building Heights of Lots 1 -4 of Block 4 of the <br />Century Farms North 3rd Addition Plat. <br />The Lino Air Park Association has reviewed this change and given approval <br />RECOMMENDATION: <br />Staff recommends approval of Resolution No. 07 -05, Amending Height Restriction for <br />Century Farms North <br />
