• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />BACKGROUND: <br />AGENDA ITEM 6E <br />Michael Grochala <br />January 8, 2007 <br />Consideration of Resolution No. 07 -08, Authorizing <br />Execution of agreement with RCWD to Cost Share <br />Preparation of Resource Management Plan <br />The City of Lino Lakes is in the process of preparing the required 2008 Comprehensive <br />Plan Update. An integral component of the process is the preparation of a Resource <br />Management Plan (RMP), for the entirety of the city, in collaboration with the Rice <br />Creek Watershed District (RCWD). This project represents the most ambitious <br />planning and conservation effort ever attempted by the watershed district and arguably <br />the most comprehensive effort attempted in Minnesota. <br />The purpose of the RMP is to address several goals in the subwatersheds <br />encompassing Lino Lakes. These goals include: <br />1. Maintenance and Management of Public Drainage Systems <br />2. Protection and Enhancement of Lake Water Quality <br />3. Land and water Conservation <br />4. Coordinated Permitting and Regulatory Program <br />5. Wetland Preservation and Enhancement <br />The project represents a unique opportunity to coordinate several regulatory <br />requirements and /or studies with the city's land use planning process. The total <br />estimated budget for the process is approximately $292,000. The City's share of the <br />project is estimated at $75,000. Funding for the project is proposed from the City's <br />Surface Water Management fund and is included in the 2007 -2011 5 year financial <br />plan. <br />RECOMMENDATION: <br />The proposed Resource Management Plan is an invaluable tool for the City as we <br />move forward with long range planning, natural resource preservation and <br />management, and water quality improvements. The hydrologic system analysis and <br />modeling alone, which the City does not currently have available, represents <br />approximately 58% of the project cost. <br />
