• <br />• <br />• <br />Rice Creek Watershed District <br />Resource Management Plan <br />for the City of Lino Lakes <br />Goals <br />The RCWD is embarking on a Resource Management Plan to address several goals in the <br />subwatersheds encompassing Lino Lakes. These goals include: <br />➢ Maintenance and Management of Public Drainage Systems <br />➢ Protection and Enhancement of Lake Water Quality <br />➢ Land and Water Conservation <br />➢ Coordinated Permitting and Regulatory Program <br />➢ Wetland Preservation and Enhancement <br />Objectives <br />Efficiencies in cost and time will be achieved by conducting all of the system analysis <br />that is needed for each of these goals at the same time. To this end, the system analysis <br />will be conducted at one time to establish the technical data to prepare each of the <br />following plans: <br />➢ ACD 10 -22 -32 Ditch Repair Report <br />➢ ACD 25 Ditch Repair Report <br />➢ ACD 47 Ditch Repair Report <br />➢ Lino Lakes Comprehensive Resource Management Plan (RMP) including the <br />appropriate level of analysis to fulfill the obligations of a Comprehensive Wetland <br />Management Plan for WCA Permitting. The RMP process will also include work <br />products and the appropriate level of analysis needed to support the following <br />additional objectives: <br />o TMDL Modeling for MPCA/USEPA Impaired Waters Standards — Chain <br />of Lakes <br />o Clean Water Act ADID for Section 404 Permitting <br />o Lino Lakes Surface Water Management Plan <br />o Integration of Municipal and Watershed District Ordinances and Rules <br />o MS -4 Municipal Storm water Discharge Requirements in Lino Lakes <br />Following is a brief description of the purpose for developing each of the above plans. <br />ACD 10- 22 -32, ACD 25, and ACD 47 Ditch Repair Reports <br />Repair reports for each of these public drainage systems will be prepared through this <br />comprehensive planning project. Although there are other public ditch systems in Lino <br />Lakes, these ditch systems are of particular importance for stormwater conveyance and in <br />some cases are located within extensive wetland areas.
