• • • AGENDA ITEM 2A STAFF ORIGINATOR Al Rolek MEETING DATE January 8, 2007 TOPIC Consideration of Resolution No. 07 -10 Approving a Policy for Setting Charge Rates for Personnel Services VOTE REQUIRED Simple Majority The City of Lino Lakes provides personnel services for various functions, occasions, events and activities, either contractual or otherwise, which are in addition to the City's normal functions and activities. These services may include public safety services, traffic control, inspections, development - related activities, or other public services. The costs associated with providing these services which include salaries, benefits, training, equipment, administrative and other indirect costs. During our 2007 budget discussions the City Council recognized that providing such services may have potential adverse financial impacts on Lino Lakes taxpayers. It was suggested that charges be established that would recover the cost of providing these services to avoid taxpayer subsidies to the users of such services. Staff recommends that the City Council adopt Resolution 07 -10 which sets a policy that the Finance Department shall annually calculate the charge rates for city personnel to be charged for such services performed which are in addition to the City's normal functions and activities. The charge rates are to include salaries, benefits and other personnel costs, equipment, administrative and other indirect costs, and will be reviewed from time to time as conditions dictate. The billing and collection of these charges to the benefiting party will be performed by the Finance Department in a timely manner following the provision of such services. 1.
