Studenski, City Engineer <br />COUNCIL MEETING DATE: January 22, 2007 <br />TOPIC: Resolution No. 07 -14, Authorizing Preparation of Plans and <br />Specifications, 2007 Sealcoat Project. <br />Vote Required: Simple Majority <br />BACKGROUND: <br />In accordance with the City's Pavement Management Policy, streets are selected <br />annually for sealcoating. Sealcoating is a maintenance activity that places a thin <br />layer of oil and rock on the street to enhance the surface and prolong the useful <br />life of the street. <br />A nationally accepted asset management software known as CarteGraph was <br />used to analyze the current condition of City streets and recommend segments <br />that met sealcoating requirements. Streets were selected based on pavement <br />management criteria, input from Public Works, and feasibility of locations. This <br />year, approximately 7 miles of streets are estimated to be sealcoated. The City <br />has allocated a budget for the 2007 Sealcoat Project of $165,000.00 per the Lino <br />Lakes Pavement Management Report, dated November 16, 2004. <br />The schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />Open Bids <br />City Council Awards Contract <br />Construction Begins <br />RECOMMENDATION: <br />January 22, 2007 <br />February 26; 2007 <br />February 26, 2007 <br />March, 2007 <br />April, 2007 <br />June, 2007 <br />Staff recommends adoption of Resolution Number 07 — 14 Authorizing <br />Preparation of Plans and Specifications, 2007 Sealcoat Project. <br />
