• <br />r <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6C <br />Michael Grochala <br />January 22, 2007 <br />Consideration of Resolution No. 07 -18, Authorizing <br />Water Treatment Plant Feasibility Study <br />Simple Majority <br />Lino Lakes water supply is provided by the Jordan sandstone aquifer. This source is <br />considered abundant and meets all health requirements. The City does not treat its <br />water for iron and /or manganese removal, softening, or any other conventional <br />treatment processes. The City does provide chemical additions including disinfection <br />and fluoridation at the wellhead. <br />While iron and manganese do not pose a health problem at the levels found in Lino <br />Lakes' groundwater, they tend to present problems with appearance, taste, and odor as <br />well as problems with staining and other utility concerns. The current level of water <br />quality complaints is not sufficient to warrant treatment at this time. However, due to the <br />complexities of a water treatment facility and efficient integration of a facility into the <br />City's system of pipes, wells and storage, advanced planning is necessary. <br />TKDA Inc., has submitted a proposal to complete the feasibility study for a not to <br />exceed cost of $35,100. TKDA has been involved in numerous water treatment plant <br />projects including the northeast metro cities of Forest Lake, Oakdale and Coon Rapids <br />The feasibility study will address treatment options, site selection, storage alternatives, <br />raw watermain, and financing /funding alternative for a facility. The study will be funded <br />from the Trunk Utility Fund. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 07 -18. <br />ATTACHMENTS <br />1. Resolution No. 07 -18 <br />
