• <br />• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />BACKGROUND: <br />AGENDA ITEM 8B <br />Michael Grochala <br />February 12, 2007 <br />Consideration of Resolution 07 -26 Approving <br />Comprehensive Plan Update Process and <br />Establishing the Comprehensive Plan Advisory <br />Panel <br />With the completion of the Spotlight on 2030 Community Visioning Process the <br />City is preparing to commence with the 2008 Comprehensive Plan Update. <br />DSU, Inc. was previously retained by the City to facilitate this process. The <br />process is proposed to commence in March and result in the completion of a <br />draft plan by May of 2008. Following a required 6 month adjacent jurisdiction <br />review period the plan would be submitted for Metropolitan Council review in <br />November of 2008. <br />The entire process is broken down into 6 phases as follows: <br />Phase 1 <br />Phase 2 <br />Phase 3 <br />Phase 4 <br />Phase 5 <br />Phase 6 <br />Information Gathering and Project Initiation <br />Goals & Policies <br />Alternatives Analysis <br />Draft Plan Preparation <br />Agency and Adjacent Jurisdiction Review <br />Metropolitan Council Review and City Adoption of Final Plan <br />Public open houses are proposed during Phase 3 and 4. The required public <br />hearing on the draft plan will be held at the end of Phase 4. In addition to the <br />public open houses information will be available on the City's web site. We are <br />anticipating all work to be posted on the website as it is completed. Staff is also <br />proposing to supplement this with newsletter articles and press releases. <br />Approximately 1 year has been added to the process from what was originally <br />anticipated. This is due in part to the timing of the completed visioning process <br />and increasing public participation in the process. <br />A core component of the public participation process is the establishment of a <br />Comprehensive Plan Advisory Panel. Staff is proposing a 30 member advisory <br />panel consisting of the following: <br />
