• • • STAFF ORIGINATOR: CITY COUNCIL MEETING DATE: TOPIC: BACKGROUND: AGENDA ITEM 8B Michael Grochala February 12, 2007 Consideration of Resolution 07 -26 Approving Comprehensive Plan Update Process and Establishing the Comprehensive Plan Advisory Panel With the completion of the Spotlight on 2030 Community Visioning Process the City is preparing to commence with the 2008 Comprehensive Plan Update. DSU, Inc. was previously retained by the City to facilitate this process. The process is proposed to commence in March and result in the completion of a draft plan by May of 2008. Following a required 6 month adjacent jurisdiction review period the plan would be submitted for Metropolitan Council review in November of 2008. The entire process is broken down into 6 phases as follows: Phase 1 Phase 2 Phase 3 Phase 4 Phase 5 Phase 6 Information Gathering and Project Initiation Goals & Policies Alternatives Analysis Draft Plan Preparation Agency and Adjacent Jurisdiction Review Metropolitan Council Review and City Adoption of Final Plan Public open houses are proposed during Phase 3 and 4. The required public hearing on the draft plan will be held at the end of Phase 4. In addition to the public open houses information will be available on the City's web site. We are anticipating all work to be posted on the website as it is completed. Staff is also proposing to supplement this with newsletter articles and press releases. Approximately 1 year has been added to the process from what was originally anticipated. This is due in part to the timing of the completed visioning process and increasing public participation in the process. A core component of the public participation process is the establishment of a Comprehensive Plan Advisory Panel. Staff is proposing a 30 member advisory panel consisting of the following:
