• <br />1. Litter Control. The operation shall be responsible for litter control on the subject <br />property, which is to occur on a daily basis. Trash receptacles shall be provided at a <br />convenient location on site to facilitate litter control. <br />The plans specify a trash receptacle at the building's entrance, within each gas <br />pump island, and at the vacuuming station on the west side of the building. <br />m. Additional Stipulations. All conditions pertaining to a specific site are subject to <br />change when the Council, upon investigation in relation to a formal request finds that <br />the general welfare and public betterment can be served as well or better by <br />modifying or expanding the conditions set forth herein. <br />The Council may establish additional stipulations as part of the review of this <br />request. Those items would need to be addressed with revised plans prior to <br />approval, or could be conditioned as part of the approval document and <br />enforced at time of construction. <br />Commercial car washes (drive - through, mechanical and self - service) provided that: <br />a. The site is serviced by municipal sanitary sewer. <br />The site currently has access to a sanitary sewer main which is located within the <br />11 future Town Center Parkway right of way. <br />b. The architectural appearance and functional plan of the building and site shall not be <br />so dissimilar to the existing buildings or areas as to cause impairment in property <br />values or constitute a blighting influence. <br />The building and the canopy are heavily clad in brick with EIFS accents. The <br />building will be a clear improvement over the existing facility and will blend well <br />with the properties on the east side of Lake Drive and the future development of <br />the surrounding area on the east side of Lake Drive. <br />c. Magazining or stacking space is constructed to accommodate that number of vehicles <br />which can be washed during a maximum thirty (30) minute period and shall be <br />subject to the approval of the City Engineer. <br />The submitted plans do not indicate queuing spaces for the car wash, however <br />the area dedicated to car wash circulation is over 160 feet in length which would <br />accommodate approximately 8 vehicles which would equate to roughly 3.8 <br />minute long wash cycles. Confirmation that this will be met on the site will be <br />required. <br />• <br />
