Studenski, City Engineer COUNCIL MEETING DATE: May 14, 2007 TOPIC: Resolution No. 07 -69, Accepting Plans and Specifications and Authorizing Advertisement for Bids, 2007 Surface Water Management Project. VOTE REQUIRED: Simple Majority BACKGROUND: After storm sewer, storm water ponds and drainage ways are constructed, they require periodic maintenance to ensure their effectiveness. To maintain the effectiveness of the storm sewer system, cleaning of pipe sections, catch basins, manholes and flared ends where silt has accumulated must be completed. The City conducts yearly reviews of 20% of the City's MS4 outfalls, sediment basins, storm sewers, and ponds to comply with NPDES requirements. II The 2007 Surface Water Management project consists of the cleaning of the pipe sections, catch basins, manholes and flared ends identified in the yearly NPDES reviews of storm sewers from 2005, 2006 and 2007 as shown on the attached Exhibit A. The funding for this work is provided by the Surface Water Management Fund. This fund was established in 1992 as a revenue source in order to meet the "administrative, planning, ponding, mitigation, and water quality needs" of the City. It is reimbursed through assessments to new subdivisions and is also collected as property owners connect to City utilities. The project schedule is as follows: City Council Accepts Plans and Specifications May 14, 2007 City Council Authorizes Ad for Bids May 14, 2007 City Council Awards Contract June 25, 2007 Construction Begins July, 2007 City staff has prepared the plans and specifications for this work and is requesting Council approval to advertise for bids. RECOMMENDATION: Staff recommends that Resolution No. 07 -69 be adopted.
