Studenski, City Engineer <br />COUNCIL MEETING DATE: May 14, 2007 <br />TOPIC: Resolution No. 07 -69, Accepting Plans and Specifications and <br />Authorizing Advertisement for Bids, 2007 Surface Water <br />Management Project. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />After storm sewer, storm water ponds and drainage ways are constructed, they <br />require periodic maintenance to ensure their effectiveness. To maintain the <br />effectiveness of the storm sewer system, cleaning of pipe sections, catch basins, <br />manholes and flared ends where silt has accumulated must be completed. <br />The City conducts yearly reviews of 20% of the City's MS4 outfalls, sediment <br />basins, storm sewers, and ponds to comply with NPDES requirements. <br />II The 2007 Surface Water Management project consists of the cleaning of the <br />pipe sections, catch basins, manholes and flared ends identified in the yearly <br />NPDES reviews of storm sewers from 2005, 2006 and 2007 as shown on the <br />attached Exhibit A. <br />The funding for this work is provided by the Surface Water Management Fund. <br />This fund was established in 1992 as a revenue source in order to meet the <br />"administrative, planning, ponding, mitigation, and water quality needs" of the <br />City. It is reimbursed through assessments to new subdivisions and is also <br />collected as property owners connect to City utilities. <br />The project schedule is as follows: <br />City Council Accepts Plans and Specifications May 14, 2007 <br />City Council Authorizes Ad for Bids May 14, 2007 <br />City Council Awards Contract June 25, 2007 <br />Construction Begins July, 2007 <br />City staff has prepared the plans and specifications for this work and is <br />requesting Council approval to advertise for bids. <br />RECOMMENDATION: <br />Staff recommends that Resolution No. 07 -69 be adopted. <br />
