Agenda Item 5A <br />Environmental Board Meeting Date: May 25, 2005 <br />Topic: Integra Homes -The Preserve, PUD, Conservation Development/ <br />Preliminary Plat application review. <br />Background: On May 25th of 2005, the Environmental Board reviewed a site <br />purchased by Integra Homes. The purpose of review was to present the natural <br />resource and cultural issues on the Integra Site in order to discern the viability of <br />conservation development on the Integra land. There were no lot/street layouts <br />that were looked at that time. <br />Subsequently, Integra submitted application for a PUD Development on April 10, <br />2006 <br />Analysis: <br />From The Environmental Board Resources Review of May 25th <br />2005 /Summary <br />Resources <br />The Integra property is within a Level 1 habitat/greenway area of the Open <br />Space, Greenways, Parks and Trails Plan. Level 1 habitat is those habitats <br />pulled out of our MLCCS that are of higher existing value. <br />The Integra property is in regionally significant eco patches. These eco - patches <br />were mapped by the MN DNR <br />The MLCCS for the Integra site showed: Delineated wetland areas are cattail <br />marsh. The aspen forest area also has interspersed oaks, cherry and red maple <br />on the more upland areas. These areas are inundated with new growth <br />buckthorn plants. There are smaller areas of saturated aspen forest, long <br />grasses and forbs on upland soils, willow swamp, seasonally flooded non native <br />emergent vegetation, and grassland with sparse trees, oak forest, and wet <br />meadow -shrub sub type. <br />County Ditch 25 channels water to the NE through the Integra land, and goes to <br />Wards Lake, then to Reshanau Lake. The flood plain area map is extensive <br />throughout this site. It was recommended to do as much as possible to create a <br />surface water treatment train and buffer system to improve water quality to <br />Reshenau Lake. <br />
