Seconded by Mr. McLean. On a roll call vote; Kulaszewicz, Aye; Jaworski, No; McLean, Aye' Elsenpeter, No; Gourley, No. Motion failed. Mrs. Elsenpeter moved to authorize the shortened project as presented by Mr. Long. Seconded by Mayor Gourley. Mrs. Elsenpeter felt that it was very important to approve this project and take delivery of the bonds in order to invest and have funds to pay the expenses already incurred. She felt this is in the best interest of the City. She also felt that this project is of the utmost importance to the City. On the roll call vote; Kulaszewicz, no; Jaworski, Yes; McLean, No; Elsenpeter, Yes; Gourley, Yes. Motion carried. Mayor Gourley said it is necessary for a Resolution to authorize the Bond Councsel to only issue 1.6 Million Dollars in bonds and to prepare the necessary Resolution. Mr. Jaworski so moved. Seconded by Mrs. Elsenpeter. on the roll call vote; Kulaszewicz, No; Jaworski, Yes; McLean, No; Elsenpeter, Yes; Gourley, Yes. Motion carried. Mayor Gourley had prepared a Resolution containing the above information. The Resolution would be 81 -36. Mr. McLean asked if this motion rescinds the previous Resolution ordering the project? Mr. Locher said the Judge's ruling was that the Resolution was invalid and therefore no action is necessary by this Council. Mayor Gourley moved to adopt Resolution 81 -37. Seconded by Mrs. Elsenpeter. Mr. Jaworski asked if this allows the project to proceed from where it is at this point or does the work have to start over and he was told that the work would continue from the point at where it is now. The motion carried on a 3 to 2 vote. Mr. McLean moved to adjourn. Seconded by Mrs. Elsenpeter. Aye.
