100 <br />Special Meeting <br />April 19, 1983 <br />John Doyle - of New Brighton - owns property on Pheasant Run and Captains <br />Place. He is a contractor - is concerned with the property on Captain's <br />Place. Has a problem with some of the lots on that street due to the <br />high water table. These lots are zoned as R1. Mr. Doyle said one <br />consideration is to retain the density but to construct homes such as <br />a townhouse complex leaving some of the land open. Mr. Doyle pointed <br />out that 4 of the lots are unbuildable according to the DNR and Corps <br />of Engineers. <br />John Tobish - owns at 6192 Hodgson Road - z mile North of Co. Road J. He <br />would recommend to the Council that the commercial property zoning <br />remain on Hodgson Road for at least 2 mile north of County Road J. <br />Jim Schaffer - representing the Chamber of Commerce - expressed their <br />appreciation of the work done on these documents. Explained their <br />concern is with the business people of the area and one of the goals is <br />to create cooperation between the business people, the City Ccuncil and <br />the residents of the area. He noted one of the major concerns is the re- <br />zoning of the Spetzman property. Mr. Schaffer asked that if the Council <br />has any questions, please feel free to approach the Chamber. <br />A ten minute recess was called at this point. The meeting reconvend at <br />8:55 P.M. <br />Lyle Carpenter - represented Carpenter's Automotive - they have a re- <br />claimnation yard which has a LI zoning at this time and he requested this <br />zoning remain as is. <br />Mr. Short felt this fell within the GB district on the propsoed map. <br />Mrs. Elsenpeter suggested this could remain as a non - conforming use. <br />Mr. Carpenter said he had paid premium proce for that land and wanted the <br />LI zoning to remain. <br />Bill Flannagan - 908 Orange St. - has an auto repari shop adjacent to the <br />tire shop and he noted that his land has been left in the Ri Area. <br />Mr. Short said this could operate as a non - conforming use that could <br />continue as is with limits on expansion and if destroyed to a certain <br />percentage, could not be rebuilt. <br />Mr. Flannagan pointed out that he had been there for 20 years and if he <br />could not rebuild, that would take away his means of income. <br />There were no more questions from the audience. <br />Mayor Benson said this meeting will be continued. He felt there have <br />been some questions that this C ouncil will want to discuss with the <br />Planning and Zoning and with the TAsk Force. All these questions will <br />be discussed with those committees. This will then be discussed at a <br />future dae with the property owners. <br />It was suggested that after the meetins with the P &Z and the Task Force, <br />a meeting be scheduled with these property owners. This meeting will be <br />advertised in the paper and each one of the property owners, who had <br />
