1 <br />1 <br />COUNCIL MEETING <br />Page Seven January 28, 1985 <br />PUBLIC HEARING - PROPOSED ASH STREET UTILITIES - JIM JOHNSON <br />Mr. Schumacher explained that a number of months ago a petition was <br />received from residents on Ash Street (County Rd. "J ") for the <br />installation of sewer and water utilities. The City Engineer re- <br />viewed the proposal and the Council authorized the staff to work <br />with the City of Shoreview for possible extension of their facilities <br />north of Ash Street and work into a joint powers agreement. <br />Mr. Jim Johnson with Toltz, King, Duvall and Anderson presented <br />the feasibility report to the Council and residents in attendance. <br />He used the overhead projector presenting maps, graphs and other <br />written material. This material is available at the City Office. <br />The proposed schedule for the project is as follows: public hearing <br />January 28, 1985, the Council will hold the public hearing open <br />for an additional sixty days for additional public comment, after <br />the 60 -day period the Council could order plans and specifications <br />in the early part of April and approve the plans and specifications <br />and advertising for bids in June, and the opening of _those -bids <br />in July and starting construct- ion -in August, assessment hearings <br />in September with- Certification—of the-assessment-on -October = -10, <br />1985. <br />A gentleman from the audience asked how much of the construction <br />cost was guaranteed. Mr. Johnson said the costs are estimated, <br />but are based on the costs incurred by Shoreview this past fall. <br />A gentleman who lives on Baldwin Lake Road and Town Road asked <br />what will he pay for and what will he get. Mr. Johnson explained <br />that this is a proposed area charge for lateral main water assessment <br />from Shoreview=:. There would be no additional cost for this area <br />until utilities are petitioned for and assessed:_- A resident -asked <br />why water assessments are being considered for such a large area. <br />Mr. _ Johnson said Shoreview = has determined -. that the Lino- Lakes - pro <br />portional- share. of the Shoreview-system is -$43 -, 6OQ -- Lino - Lakes=_ <br />is proposing that this area can at sometime be served by the utility <br />being extended by Shoreview and therefore is considering the entire <br />area contribute to the Lino Lakes cost of $43,600. This could <br />be handled by a deferred assessment to the Baldwin Lake, Town Road <br />area residents or by hookup charges at such time water -is actually <br />installed in that area. Those along Ash Street who actually hook <br />up to the Shoreview system now will be paying their proportional <br />share at the time they hook up. <br />A resident asked who petitioned for the project and how many acres <br />do they -own. Mr.- Schumacher said the petition is on file and anyone <br />can have a copy of the petition. There are sixteen names on the <br />petition and four did not want to participate in any part of the <br />program. <br />A resident said that people on Baldwin Lake Road are against the <br />system because they have no benefit from it. <br />n97 <br />
