MEETING <br />July 8, 1985 <br />Page Eight <br />the bids and he could interpret this to mean that the Council <br />could approve or reject the entire bid but could not pick and <br />choose, either accept or reject their total bid. <br />Mr. Reinert said G. M. Development has not appeared before the <br />Council to present their plans for either the Black Duck lots or <br />the area they purchased from NSP. He is concerned that this City <br />get references from other Cities regarding their previous develop- <br />ments as well as obtaining financial committments. <br />Mr. Schumacher explained that he has had several meetings with Mr. <br />Ude of G. M. Development and Mr. Ude has explained to him that they <br />plan to build homes valued at $90,000.00 and up and wanted the con- <br />trol of the houses on Black Duck approaching his development. Mr. <br />Schumacher said Mr. Ude is preparing a presentation for the Council <br />and for the area residents. <br />Mr. Schumacher told the Council that there is a considerable amount <br />of assessments on these lots and would like to see them developed <br />as soon as possible so the City does not have to levy for the assess- <br />ments. The sooner the City takes some . action, the sooner there will <br />be some development and the sooner the City can invest the money that <br />will come from the sale of the lots. <br />Mr. Reinert asked how does the City know G. M. Development is fin- <br />ancially capable and when will the City see some proposals on paper <br />from them. The impact on this area will be considerable. Mr. Schu- <br />macher explained this area is a plat of record and all the lots have <br />municipal water and sewer already installed. The developer does not <br />have to come before the Council because he will not be asking anything <br />from the City. <br />Mayor Benson suggested tabling the sale of the lots until it is de- <br />termined if Lot 2, Block 7 will be needed for future expansion of <br />the municipal water supply and also look into using some of the Coun- <br />ty Park property for water storage. Mr. Schumacher explained it <br />could be difficult to get fill permits for this area from the DNR <br />to construct water storage facilities. <br />Mr. Marier said there are two things that should be considered; 1) is <br />G. M. Development capable of their proposed development and; 2) if <br />Lot 2, Block 7 is pulled from the bid will the whole bid have to be <br />resubmitted. <br />Mr. Kulaszewicz moved to table this item. Mr. Reinert seconded the <br />motion. Motion carried with Mr. Marier voting, no. <br />Mr. Reinert moved to have Mr. Schumacher do some background checking <br />on G. M. Development and also check their financial capabilities. Mr. <br />Marier seconded the motion. Motion carried unanimously. <br />
