1 <br />SPEC. f Al : COUNCIL Mt'} T `NC <br />July 25, 1985 <br />A special meeting of the Lino Lakes Council, (Kulaszewicz, Reinert, <br />Marier, Bohjanen); Anoka County, (Commissioner Margaret Langfeld, <br />Engineer, Paul Ruud); Rice Creek Watershed District, (Gerald Sande, <br />Charles King, Andrew Cardinal, Pete Willenbring); Lino Lakes City <br />Engineer, (John Davidson); and Landowners (John Guse, E. Henriksen, <br />Roger Kolstad) was called to order at 7:00 P.M., July 25, 1985 by <br />Mr. Kulaszewicz. The purpose of the meeting was to provide infor- <br />mation and discuss the improvement of Ditch 22. A summary of the <br />meeting by John Davidson follows: <br />Mr. Davidson presented the basic outline of the proposed drainage <br />system areas, the involvement of Anoka County in terms of highway <br />improvements, and the involvement on the part of the City of Lino <br />Lakes in accordance with MSA street improvements. The street and <br />highway improvements would have a material impact on the drainage <br />in the area, and could be used to improve the drainage conditions <br />were present high water and uncontrolled surface water is a problem <br />for development in the area, and is causing inundation of certain <br />on -site septic systems. <br />Mr. Paul Ruud, Anoka County Engineer, reviewed their involvement <br />as it relates to participation in any drainage system plan that <br />would in fact serve the highway system and generally would relate <br />to twice the area of right -of -way as it relates to the total area <br />drained. <br />Mr. Pete Willenbring,. RCWD Engineer, responded to questions relating <br />to establishment of a project for ditch cleaning within the City. <br />Councilmen from the City of Lino Lakes requested that the involve- <br />ment of RCWD be established on the basis of a maintenance program <br />and payment from the ditch maintenance fund rather than assessed <br />project. Consensus of the group was that the City would request <br />a ditch study and file a formal petition for such study making a <br />request that the RCWD maintenance funds be used in participating <br />in any project as defined. <br />The City of Lino Lakes would place on their next agenda the formal <br />request. Their meeting is set for Monday, August 12, 1985. The <br />RCWD Board of Managers would meet at their regular meeting, August <br />14, 1985, to consider the request. <br />Mr. Davidson will prepare the necessary authorizations for proceed- <br />ing with the study and the preparation of plans and specifications <br />for 4th Avenue. The determination of whether the RCWD Board of <br />Managers would prepare the ditch study, and the County and City <br />Prepare their separate street improvement plans, would be decided <br />by the City Council and the RCWD Board of Managers. <br />The meeting was adjourned at approximately 9:00 P.M. <br />These minutes were considered, corrected and approved by a regular <br />Councilmeeting on August 12, 1985. <br />Marilyn'G.
