170 <br />COUNCIL MEETING <br />October 28, 1985 <br />Page Seven <br />citizens. <br />Mr. Hawkins said there were several areas he is concerned about. <br />He felt it would not be fair for Lino Lakes to collect all the <br />user charges and give them all to Shoreview. These fees are <br />for maintaining the system and he felt Lino Lakes should retain <br />a percentage of the user fees for maintenance of the Lino Lakes <br />portion of the system. Mr. Hawkins also recommended that item <br />"F" on page six be eliminated. He noted that item "H" on page <br />six was to restrictive. This City should maintain control of <br />its own zoning. <br />Mr. Reinert moved to have the areas outlined by Mr. Hawkins re- <br />drafted and presented to Shoreview. Mr. Kulaszewicz seconded <br />the motion. Motion carried unanimously. <br />C. Draft Letter to 4th Avenue Residents Regarding State Aid <br />Road and Storm Sewer Project - Mr. Toddie presented a draft <br />letter that is to be sent to the landowners in the 4th Avenue <br />reconstruction area to let them know of the proposed construct- <br />ion and the proposed public hearing set for February 10, 1986. <br />There was discussion about who should get these letters and it <br />was determined it should go to every landowner who could be <br />affected by the project. <br />D. Consideration of a Petition for Storm Sewer Installation - <br />West Shadow Lake Drive - Mr. Toddie explained this would be the <br />installation of a culvert and catch basin in an existing ease- <br />ment located between 7002 and 7006 West Shadow Lake Drive. Pre- <br />sently there is a drainage swale and the petitioners are asking <br />that a culvert be installed so that they would have more usable <br />area on their lots. Mr. Toddie explained since the petitioners <br />are the beneficiaries they should share in the cost. Also it <br />should be determined if other( landowners in the area would <br />benefit from the installation or are contributing to the problem <br />They should also share in the cost. <br />There was discussion regarding a pre - public hearing for the re- <br />sidents in the area, however, there would be no cost figures to <br />discuss. Also since this would be such a small project it would <br />not be feasible to prepare for a public hearing by involving <br />the City Engineer. There was also discussion regarding septic <br />systems in this area and it was determined that there was no <br />relationship between the septic systems and the proposed storm <br />sewer. <br />Mayor Benson asked that Mr. Volk look at the situation and determine <br />1 <br />1 <br />
