Review Regular Council Agenda of September 22, 2014 — <br />2A) Resolution No. 14 -107, Providing for the Issuance and Sale of Approximately <br />$2,645,000 General Obligation Improvement and Utility Revenue Bonds, Series <br />2014A — Finance Director Al Rolek and Terri Heaton, Springsted, Inc. reported. Ms. <br />Heaton reviewed Springsted's recommendations related to the issuance of these bonds <br />that would fund four projects. The interest rates vary within the issuance because <br />repayment sources vary, for example some repayment is tied to special assessments. <br />Regarding interest rates, Ms. Heaton said that under two percent is low and forecasts of <br />the market indicate this is a good buy at this time. Council Member Rafferty asked about <br />the well house project and wondered where that facility will be located; Community <br />Development Director Grochala said the south side of Birch Street. <br />4A, 4B, and 4C) - Public Safety Director Swenson reviewed each of the three items, <br />dealing with hiring a police officer to fill a vacancy, approving the promotion of Kelly <br />McCarthy to the new Deputy Public Safety Director position and hiring a Deputy Public <br />Safety — Fire, and moving forward on enrolling the city in a pension plan for the new fire <br />department. He will also be giving his regular update on the Public Safety Department. <br />6A) NorthPointe 2nd Addition — City Planner Larsen explained that this represents <br />the second phase of this development and involves forty lots. She will give a full <br />presentation at the council meeting. Council Roeser asked staff if there is a school <br />district split within the development and Ms. Larsen thought not. <br />Items 6B and 6C were briefly reviewed by Community Development Director Grochala. <br />There were no other changes to the regular Council agenda. <br />The meeting was adjourned at 6:29 p.m. <br />1 <br />
