COUNCIL MINUTES May 27, 2014 <br />DRAFT <br />46 <br />47 Resolution No. 14-42, Special Event Permit for <br />48 Lino Lakes YMCA Farmers Market Approved <br />49 <br />50 May 12, 2014 Board of Appeal Minutes Approved <br />51 <br />52 Appointment to Park Board Approved <br />53 <br />54 FINANCE DEPARTMENT REPORT, AL ROLEK <br />55 <br />56 There was no report from the Finance Department. <br />57 <br />58 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />59 <br />60 3A) Springsted's Fire Department Analysis — Administrator Karlson reported that the Fire <br />61 Department Analysis report as prepared by Springsted, Inc. is before the council. <br />62 <br />63 He noted the five specific components of the analysis: <br />64 - Baseline fire service overview; <br />65 - Models for department organization; <br />66 - Addition of one fire facility in Lino Lakes; <br />67 - Essential needs required for starting a fire department; <br />68 - Pros and cons of combining the police department and fire department. <br />69 <br />70 He also reviewed options a future fire department: <br />71 - Stay with current fire department (identified as a poor option with the governance issues that <br />72 exist); <br />73 - Create a Lino Lakes Fire Department (identified as a good option); <br />74 - Contracting for fire service through other departments in the ares (identified as not a good <br />75 option due mostly to time constraints but could be considered in the future); <br />76 Establishing a new district with other jurisdictions (identified as not a good option because of <br />77 timing and independence issues); <br />78 - Establish a new city department and contract for services with CFD (identified as not a good <br />79 option); <br />80 - Create a public safety department by combining the police department and fire department <br />81 (identified as a recommended option). <br />82 <br />83 He noted again the two options recommended for consideration by staff. <br />84 <br />85 He then reviewed the steps needed to be taken by the city council in order to move forward: <br />86 - Communicate with architectural firms on the design of a new fire station; <br />87 - Contract with consultants on formation of a business model; <br />88 - Development of a phasing plan for implementation of the department; <br />89 - Personnel decisions; <br />90 - Establish a pension plan for fire personnel. <br />2 <br />
