CITY COUNCIL <br />AGENDA ITEM 4A <br />STAFF ORIGINATOR: John Swenson, Director of Public Safety <br />MEETING DATE: June 23, 2014 <br />TOPIC: Approval of Resolution 14-61, Creating a Wage Schedule for <br />Paid On -Call Fire Personnel <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />In order to recruit paid on-call fire personnel, the City of Lino Lakes must create a <br />compensation plan that demonstrates the City of Lino Lakes' commitment to public safety and <br />fire personnel. <br />BACKGROUND <br />During the work session on June 2, 2014, the Council approved Resolution 14-50, which <br />directed staff to integrate fire services into the Public Safety Department. <br />As part of the fire integration process, staff reviewed hourly rates for paid on-call fire staff in <br />the metro area. Hourly rates range from $8.00 to $24, with some cities using a flat monthly <br />payment. Others compensate for fire and medical certifications. <br />To ensure a successful recruitment and retention effort, staff is recommending the following <br />hourly rate schedule, which we believe will demonstrate the City of Lino Lakes' commitment <br />to continued professional development and the value of retaining an experienced work force. <br />Firefighter <br />Per Hour Wage <br />Pre -service training; Calls only not paid for hours in pre - <br />service training <br />$ 9.00 <br />Upon completion of basic fire training <br />$ 10.50 <br />Upon completion of EMT <br />$ 12.00 <br />Upon completion of 5 years of service <br />$ 13.50 <br />Upon completion of 10 years of service <br />$ 14.00 <br />Upon completion of 15 years of service <br />$ 14.50 <br />Upon completion of 20 years of service <br />$ 15.00 <br />Staff is also recommending a monthly stipend for those in leadership positions. These senior <br />officers would serve as the primary contact for paid on-call personnel, serve as fire officers at <br />fire incidents, oversee personnel matters in their respective fire station, as well as participate in <br />Public Safety Department supervisory meetings. <br />
