CITY COUNCIL AGENDA ITEM 4A STAFF ORIGINATOR: John Swenson, Director of Public Safety MEETING DATE: June 23, 2014 TOPIC: Approval of Resolution 14-61, Creating a Wage Schedule for Paid On -Call Fire Personnel VOTE REQUIRED: 3/5 INTRODUCTION In order to recruit paid on-call fire personnel, the City of Lino Lakes must create a compensation plan that demonstrates the City of Lino Lakes' commitment to public safety and fire personnel. BACKGROUND During the work session on June 2, 2014, the Council approved Resolution 14-50, which directed staff to integrate fire services into the Public Safety Department. As part of the fire integration process, staff reviewed hourly rates for paid on-call fire staff in the metro area. Hourly rates range from $8.00 to $24, with some cities using a flat monthly payment. Others compensate for fire and medical certifications. To ensure a successful recruitment and retention effort, staff is recommending the following hourly rate schedule, which we believe will demonstrate the City of Lino Lakes' commitment to continued professional development and the value of retaining an experienced work force. Firefighter Per Hour Wage Pre -service training; Calls only not paid for hours in pre - service training $ 9.00 Upon completion of basic fire training $ 10.50 Upon completion of EMT $ 12.00 Upon completion of 5 years of service $ 13.50 Upon completion of 10 years of service $ 14.00 Upon completion of 15 years of service $ 14.50 Upon completion of 20 years of service $ 15.00 Staff is also recommending a monthly stipend for those in leadership positions. These senior officers would serve as the primary contact for paid on-call personnel, serve as fire officers at fire incidents, oversee personnel matters in their respective fire station, as well as participate in Public Safety Department supervisory meetings.
