July 14, 2014
Mayor Jeff Reinert
600 Town Center Parkway
Lino Lakes, MN 55014
Mayor Reinert:
CITY
IIN
it
y!,
O
KES
During the regular meeting held by the Charter Commission on July 10, 2014 a motion was presented and passed
requesting funds for an external resource, Attorney Karen Marty, to continue to aid in reviewing the proposed
ordinances. This request is to specifically provide the Commission with this resource to act as a consultant for the
two Ordinances (03-14 and 04-14) proposed by the City Council.
The motion passed reads as follows (taken from the Draft minutes of the July 10, 2014 meeting):
MOTION by Commissioner Bretoi, seconded by Commissioner Johnson, that the Charter
Commission re -approach the City Council for an additional $3,400, in addition to the $600
previously agreed upon, in order to fund legal review of the proposed Charter amendments.
We fully understand and appreciate that our current 2014 budget of $1,500, plus the additional $600 as outlined in
the attached letter from City Administrator Jeff Karlson should the $1,500 be fully utilized, is set aside for the Charter
Commission specifically to frame and amend.
Once the decision of the Council is on record for this request, a special meeting will be called. Attorney Marty will be
invited to that meeting to continue the process of review, the extent of that meeting will depend on the approval of
this funding.
A second motion was presented and passed whereby the Commission agreed to use all remaining $1,500, after all
current expenses are paid to Attorney Marty for her work on the Ward Amendments as follows (taken from the Draft
minutes of the July 10, 2014 meeting):
MOTION by Commissioner Penn, seconded by Commissioner Aldentaler, requesting that the
Commission move forward with review of the proposed Charter amendments by Attorney Marty
regardless of whether the additional funding is approved by the City Council.
We have maintained the negotiated discount rate with Attorney Marty as we are acutely aware of the fiscal
responsibility we have as tax payers in our community.
Sincerely,
Connie`Sutherland
Chair, Lino Lakes Charter Commission
Enclosure: Copy of Letter from City Administrator Jeff Karlson
CC: Julie Bartell, City Clerk
Kathryn Timm, Lino Lakes Charter Commission Vice Chair
Caroline Dahl, Lino Lakes Charter Commission Secretary
Commissioner Bretoi, Lino Lakes Charter Commission
