The contractor will start some of the garding in Lakes Add. #3 within the
next 2 to 3 weeks. He will set up a schedule as to when money will be
needed to pay the contractor in order to allow the investment of most of
the bond issue monies.
Mr. Gourley asked about LaMotte Road and the break up of that street. He
asked if there is a possibility of warranty work and Mr. Gotwald said, No,
there had not been defective construction work. This is a street that
has certain problem areas and will need routine maintenance which is the
responsibility of the City.
Mr. Schneider moved to approve requisitions #934 and #935. Seconded by
Mr. Zelinka. Motion declared passed.
Mr. Schnieder moved to approve checks #10153 through and including #10182,
with #10174 being void. Seconded by Mr. Zelinka. Motion declared passed.
Mr. Kulaszewicz moved to adjourn at 9:45 P.M. Seconded by MR. McLean.

November 27, 1979
The Special Council meeting was called to order at 7:30 P.M. by Mayor
Karth. Council members present; Kulaszewicz, McLean, Schneider, Zelinka.
Newly elected Mayor Gourley and Council members Elsenpeter and Jaworski
were also present.
The meeting was turned over to Mr. Schumacher, City Administrator, who
presented a sample copy of a proposed ordinance setting forth the duties
and responsibilities of his position.
The sample ordinance was discussed by paragraph and work changes made as
was deemed necessary.
Under section 'e', Mr. Schumacher recommended the Personnel Commission
be eliminated. Mr. McLean moved that the Personnel Commission be disbanded
effective January 1, 1980. Seconded by Mr. Kulaszewicz. Motion declared
passed.
Under 'f', discussion was held on what meetings Mr. Schumacher should
attend; if he should serve as liaison; or should a member of the Commission
serve in this capacity? There was :also discussion on the Council agenda.
Mr. Schumacher presented his suggestions as to the manner in which this
will be handled. He will prepare a detailed agenda with back up material
and each Council member will receive a packet on Friday before the Council
meeting. These packets will be delivered by the Police Department. It
was generally concluded that Mr. Schumacher will attend all Council meet-
ings, Park Board and Planning and Zoning meetings and report back to the
Council on the actions of these Commissions.
In the last division, section 'b', setting forth the amount of expenditures

without Council approval was discussed. Mr. Schumacher had propsed
the figure of $1,000.00. It was generally agreed upon. that if the
item is in in the budget, there was no problem with this figure. Mr.
Schneider felt there was sufficient control in the budgeting process
and in the monthly cash flow reports. Mr. Schumacher said a detailed li
of all expenditures will be in the Council members packet each Council
meeting so all expenditures may be checked bfore the Council meeting and
if there is a question it can be cleared before the meeting.
Mr. Zelinka suggested that the following be added: "Any provisions
herein may be modified as the Council's considered jusgement dictates
by Resolution by four - fifths vote of the Council members ". There was
some discussion on this with the Council members agreeing to this
addition.
Mr. Kulaszewicz moved to submit to the Circle Pines Council the
recommendation that Mr. Richard Zelinka be reappointed to the Circle
Pines Utility Commission. Seconded by MR. McLean. Motion declared
passed.
Mr. McLean moved to adjourn at 8:50 P.M. Seconded by Mr. Kulaszewicz.

The regular meeting of the Lino Lakes City Council was called to order
at 8:00 P.M., December 10, 1979, by Mayor Karth. Council members pre-
sent; Kulaszewicz, McLean, Schnieder, Zelinka. Absent; None. Mr. Locher
and Mr. Schumacher were also present.
Mr. Schneider moved to approve the minutes of November 26, 1979 as
writen. Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. Schneider moved to approve checks #10189 through and including
#10227, with #'s 10194 and 10217 being void. Seconded by Mr, McLean.
Motion declared passed.
Ordinance No. 70, establishing the position and duties of the City
Administrator was considered. Mr. McLean moved to approve this Ordinance
as written. Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. Kulaszewicz moved to accept the Building Inspector's resignation
effective January 1, 1980. Seconded by Mr. Schneider. Motion de-
clared passed.
Mr. Schumacher was asked about replacement and he reported that inter-
views have been scheduled for December 11, 1979. He will have a
recommendation for the Coucil. It was suggested that perhaps a special
meeting should be scheduled. This meeting has been set for December
