November 26, 1979 <br />39 <br />The contractor will start some of the garding in Lakes Add. #3 within the <br />next 2 to 3 weeks. He will set up a schedule as to when money will be <br />needed to pay the contractor in order to allow the investment of most of <br />the bond issue monies. <br />Mr. Gourley asked about LaMotte Road and the break up of that street. He <br />asked if there is a possibility of warranty work and Mr. Gotwald said, No, <br />there had not been defective construction work. This is a street that <br />has certain problem areas and will need routine maintenance which is the <br />responsibility of the City. <br />Mr. Schneider moved to approve requisitions #934 and #935. Seconded by <br />Mr. Zelinka. Motion declared passed. <br />Mr. Schnieder moved to approve checks #10153 through and including #10182, <br />with #10174 being void. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. Kulaszewicz moved to adjourn at 9:45 P.M. Seconded by MR. Sarner, Clerk- Treasurer <br />November 27, 1979 <br />The Special Council meeting was called to order at 7:30 P.M. by Mayor <br />Karth. Council members present; Kulaszewicz, McLean, Schneider, Zelinka. <br />Newly elected Mayor Gourley and Council members Elsenpeter and Jaworski <br />were also present. <br />The meeting was turned over to Mr. Schumacher, City Administrator, who <br />presented a sample copy of a proposed ordinance setting forth the duties <br />and responsibilities of his position. <br />The sample ordinance was discussed by paragraph and work changes made as <br />was deemed necessary. <br />Under section 'e', Mr. Schumacher recommended the Personnel Commission <br />be eliminated. Mr. McLean moved that the Personnel Commission be disbanded <br />effective January 1, 1980. Seconded by Mr. Kulaszewicz. Motion declared <br />passed. <br />Under 'f', discussion was held on what meetings Mr. Schumacher should <br />attend; if he should serve as liaison; or should a member of the Commission <br />serve in this capacity? There was :also discussion on the Council agenda. <br />Mr. Schumacher presented his suggestions as to the manner in which this <br />will be handled. He will prepare a detailed agenda with back up material <br />and each Council member will receive a packet on Friday before the Council <br />meeting. These packets will be delivered by the Police Department. It <br />was generally concluded that Mr. Schumacher will attend all Council meet- <br />ings, Park Board and Planning and Zoning meetings and report back to the <br />Council on the actions of these Commissions. <br />In the last division, section 'b', setting forth the amount of expenditures <br />
