IMr. McLean moved that the general priorities rank roads, police, fire, <br />administration and parks in that order. Seconded by Mr. Jaworski. Motion <br />declared passed. <br />January 28, 1980 <br />59 <br />explained this would set what would come before something else in the areas <br />of needs. He had outlined an approach on this matter putting them in the <br />order of roads, police & fire, administration, and parks. Most Council <br />members agreed with this concept. <br />Mr. Schumacher presented information dealing with the League of Minneosta <br />Cities annual league convention. It is to be held in Duluth this year in <br />June. He recommended that the new members attend this Convention, in <br />particular. Mr. Schumacher presented a brief outline of the agenda. <br />The matter of costs was discussed and how this is to be handled. Mayor <br />Courley suggested the City paying registration, hotel for two nights, <br />receipted meals and mileage. Mr. McLean moved to approve this suggested <br />method of payment. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />The members who will attend are Mr. Jaworski, Mr. Schumacher, Mayor Gourley <br />and Mr. Schumacher. <br />The 1978 Federal Revenue Sharing Audit as presented by Anfinson & Hendirckson <br />was discussed. Mr. Schumacher said there are a few errors made but are <br />insignaficate. The numbers as reported did not agree with this audit but <br />they are not errors, just figures entered in wrong columns. Mo action is <br />necessary on this. <br />Under Old Business, Mr. Jaworski reported that he had talked to Mr. Dave <br />Torkildson and a meeting ofthe Ad Hoc Committee will be called in February. <br />Mr. Jaworski discussed a report from the Metropolitan Waste Control Commission <br />on a study being done on disposal of the solid waste residual. This study <br />will cost $93,859.00/ Je felt this had been taken care at the time the <br />plans was constructed. He also discussed another study on improvement to <br />the plant of over $140,000.00. Mr. Jaworski also discussed the certificate <br />of indebtedness on tax anticipation receipts. He wondered if this was legal. <br />Mayor Gourley requested the use of the Hall on April 12, 1980 for use by the <br />Lioness' Club. Mr. Kulaszewicz moved to approve this. Seconded by Mr. <br />McLean. ,r/ Schumacher will check this matter to see if Council approval is <br />needed. Mrs. Elsenpeter had also requested to use the Hall on Saturday, <br />February 2, 1980 fpr Cub Scouts. After some discussion approval was given <br />to these uses. Motion declared passed unanimously. <br />Mayor Gourley reported on the Circel Pines Council meeting where they were <br />told that that City was not required to give Lino Lakes representation on <br />Utility Commission and Mr. Wayne Dannheim was appointed. <br />Mrs. Elsenpeter suggested that this Council make an effort to have repre- <br />sentation on the Utility Advisory Commission. <br />Mayor Gourley requested Mr. Gotwald to discuss with Mr. Locher the possibility <br />of including a section in the ordinance on roads on rural construction, to <br />in clude the specifications and requirements for this type of street. <br />Mayor Gourley suggested repealing the old ordinances on street construction <br />and starting all over. Mr. Gotwald agreed with this concept. <br />Mr. Schumacher asked for the Council's decision on money to the Centennial <br />School District. Mrs. Elsenpeter moved that this City contribute $500.00 <br />
