May 6, 1980 <br />Board of Review <br />Mrs. Edith Morse, 82917, 5850 & 4800, 83308, 500. This land is lo- <br />cated along Lake Drive, West of Marshan Lake. Mr. Morse questioned the <br />raise in valuation. Mrs. Roisum explained that the raise in land is <br />basically due to the inflationary increase. <br />Mr. Starkey explained that the percentage of increase could vary on <br />any given parcel because the values are not based on a certain percentage. <br />The lands are valued at the market value. <br />Mr. Morse felt the increase in value should be uniform on all parcels <br />since they are part of one unit. Mr. Starkey explained that all lands <br />are different - in size and make up of the land. <br />Mrs. Roisum asked if the market value on the lands was correct - and Mr. <br />Morrse didn't answer. <br />Mr. Tom Blaine had some questions on 85400, 1000.- he asked the value of <br />the land and of the buildings - 12,500 on land; 55,200 on structures. <br />The values on this property for the past two years was discussed. The <br />differences was discussed - it was generally felt the differences re- <br />sulted from the catching up of the limited market value to the Assessed <br />value. <br />The method of determining valuation of the structures were discussed. Mrs. <br />Roisum explained how she arrived at her values. <br />Mr. Don Nelson was heard. Mr. Nelson's (88080, 1350, 1300, & 1800), <br />questioned the valuation of lake property. Mrs. Roisum explained how she <br />valued the property. The values are based on the sales of 1978/79. This <br />property is located on the West side of the lake and it was generally felt <br />it would be quite a while before sewers were installed in that area. Mrs <br />Nelson was concerned that if the values increase this much now, what would <br />the values be when utilities were installed. <br />Mr. Paul Reinhold appeared to see what can be done because of the Heavy <br />Industry next door to his property. He said he had it appraised and was <br />told his property would decrease his valuation by 25%. <br />Mrs. Roisum explained that she has been working with the property on Lake <br />Drive because of the commercial zoning. Mr. Reinhold said they are not <br />complaining about the valuation and that he is here on the advice of his <br />Attorney just to have this information on record. This property is located <br />to the South of Glenn Rehbein's business. <br />Mrs. Roisum said the lands in the Commercial zones will be valued as such, <br />with the values on the residential structures being adjusted. <br />Mr. Harold Lehmann, 82929, 5100, 5250, 4800,/83312, 1750, the later was <br />the one he wanted to discuss. This is a three acre lot but is unbuildable <br />due to lack of access. Mrs. Roisum said the value has been held on this <br />due to this reason. <br />The other parcels are located on Birch - he asked to discuss the values. <br />He asked why the increase - Mrs. Roisum said just a general increase. <br />Mr. McLean moved to adjourn. Seconced by Mr. Kulaszewicz. Aye. <br />Thes minutes were considered, corrected and approved at a regular Council <br />
