CITY COUNCIL <br />AGENDA ITEM 4A <br />STAFF ORIGINATOR: John Swenson, Director of Public Safety <br />MEETING DATE: September 8, 2014 <br />TOPIC: Additional of Compensation for City Staff Trained in Fire <br />Operations <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />In order to leverage current City of Lino Lakes staff in the delivery of fire services, staff has <br />developed a fire stipend for Council consideration. <br />BACKGROUND <br />As part of the fire integration, staff has identified current City staff as potential resources for <br />fire personnel. Staff has reviewed applicable federal and state laws as well as reviewed <br />practices of other Minnesota cities to determine the best course of action on this matter. <br />In order to address applicable labor laws and remain fiscally responsible, staff is recommending <br />the Council approve an additional $1.30 per hour to staff members that volunteer and <br />successfully complete all required firefighter training and certification. For full time staff, the <br />stipend amount to $2,704 annually per employee. <br />City staff will not be allowed to participate in the Statewide Lump -Sum Volunteer Firefighter <br />Retirement Plan. <br />RECOMMENDATION <br />Staff recommends Council approval of $1.30 per hour stipend for staff upon the successful <br />completion of the State of Minnesota firefighter certification process. <br />ATTACHMENTS <br />Memo Dated August 25, 2014 — Response Protocols <br />
