1 <br />1 <br />1 <br />November 17, 1980 <br />The Budget meeting of the Lino Lakes City Council was called to order at 7:30 P.M. <br />by Acting Mayor Jaworski with all members present with the exception of Mayor Gourley. <br />Mr. Schumacher asked the Council members to,look at their cash flow report noting <br />that the December projection for surplus is $49,000.00 +. This represent two months <br />of increased building and the leveling out of the consulting fees. This is a max- <br />imum figure - to be realistic perhaps a figure of $20,000.00 should be considered. <br />Mr. Jaworski noted that Mayor Gourley arrived at 8:07 P.M. <br />The proposed budget for 1981 was consulted. This is the budget with $1,606.00 surplus. <br />There was discussion on the anticipated receipts for City services for the budget. <br />An additional $5,000.00 was added due to the adoption of the new building permits <br />fees. Mayor Gourley srggested adding an additional $1,500.00 reflecting the raise <br />in On -Sale liquor licenses for a total of $67,202.00. <br />Mr. Jaworski suggested that all departments be told to adhere to the projected ex- <br />penditures for each month except in the event of an emergency. He felt that each <br />department should be made aware of the fact that during the year each department should <br />make every effort to reduce the budget by an 'X' amount of dollars. He felt this would <br />be more realistic than cutting some areas of the department. This could be in the <br />area of perhaps some of the personnel taking a couple hours off during the week when <br />there was not any work. Over a period of a few months this could be quite a savings. <br />There was several suggestions as to how this could be accomplished. <br />One of the Suggestions was,to delay the employment of the extra man in the Police <br />Department - this could result in quite a savnngs in that department. <br />The areas of expenditures that could be controlled by the Department heads was dis- <br />cussed - with the suggestion that each department manage a savings of at least $3,000.00 <br />for the year. Mr. Jaworski felt this was their job - to run the department efficiently <br />at the least cost. There was discussion of costs that cannot be controlled by the <br />personnel - such as fuel prices, the general consensus of the Council was that the <br />department heads should be asked to do this rather than just delete this amount from <br />their budgets. <br />At this point in time there is no definite figure. Mr. Schumacher will prepare a <br />Resolution relating to the matters discussed at this meeting for adoption at the <br />next Council meeting. <br />Mr. Jaworski moved to authorize Mr. Locher to prepare a defense relating to the suit <br />filed by the Reshanau Home Owners Association. Seconded by Mr. Kulaszewicz. Motion <br />carried unanimously. <br />The Council requested a copy of the Resolution reaffirming the Special Use Permit on <br />the Out l opts . <br />Mayor Gourley requested Mr. Schumacher to contact the City's insurance carrier for <br />their involvment in this matter. <br />Mr. Kulaszewicz moved to adjourn.
