1 <br />227 <br />December 22, 1980 <br />Mr. McLean moved to continue this hearing until January 26, 1981 at 8:00 P.M. Seconded <br />by Mr. Jaworski. Motion carried unanimously. <br />Mr. Bill Short, Planning Consultant for the City, presented the amendments to the Com- <br />prehensive Plan that had been considered and approved by the Planning and Zoning Board. <br />Mr. Short extained there are amendments to the sewer plan, transportation plan, the park <br />portion and the land use plan. Mr. Short went through the changes in the various chapters <br />and explained the reasons for the changes. <br />Under the sewer service areas, District 1 &2 had been enlarged and Districts #3,4, &5 had <br />been added. These are noted on the maps. <br />Under the transportation plan, Pine Street and 24th Avenue North had been changed from <br />local street to collectors - Centerville Road - Minor Arterial. <br />Due to the vacation of a plat on the East side, the land use had been changed to R and <br />the need for a Park in that area had been eliminated. <br />These changes will be put into the Comprehensive Plan and the amended plan will be sent <br />to the affected Communities and the Metropoitan Council. <br />Under the land use plan, the area North of the Freeway that had been suggested for LI use <br />and had been platted as R1, needs to be corrected. The area South of the Freeway, West <br />of Highway #8, North of Elm street and East of 4th Avenue be designated as LI. Mr. Short <br />III explained the reasoning for this change. Mr. Jaworski suggested that the area South of <br />Elm to North Road along the East side of Highway #8 be included in this LI zone. He felt <br />this is open land and with this designation, it could be reserved for Industrial develop- <br />ment. Mr. Short said this would merely extend the strip zoning which is what is being <br />eliminated. <br />Mr. Short said the Five Year Cpaital Improvements Plan is being updated by the staff - <br />1980 being discarded and the year 1986 is being added. <br />Mr. Jaworski moved to accept to the amendments and exceptions as presented by Mr. Short <br />and forward to the affected communities. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously. <br />The Comprehensive Plans of Centerville, Blaine, Ramsey County and White Bear Township was <br />discussed. Mr. Short reported that the Planning and Zoning Commission had considered <br />these plans. There are some areas of differences in each of these plans which Mr. Short <br />had pointed out in his letter of review. <br />Mr. Short will contact these four (4) communities with the concerns of the Council. <br />Under the Planning and Zoning Board report, there is one item to be considered. This is <br />a lot split application by Mr. James Livingston for a lot on the corner of Sunrise and <br />Fairmont. Mr. McLean moved to approve this lot split. Seconded by Mr.Kulaszewicz. <br />Motion carried unanimously. <br />III The consideration of a Resolution requesting the Metropolitan Council to extend the sewer <br />interceptor to the Lino Lakes City Limits on North Road. Mr. McLean moved to approve <br />this Resolution as presented. Seconded by Mr. Kulaszwwicz. Motion carried unanimously. <br />The next item on the agenda was consideration of the bids for the squad car. <br />
