J °O Special Council Meeting <br />April 6, 1981 <br />Schumacher said this will only have an impact on this City when the <br />5000 population figure is reached. <br />The general consensus of the Council was that this tax will be pass- <br />ed by this Legislature. <br />Mr. Kulaszewicz moved to support Senator Dahl in the increase of <br />the gas tax. Seconded by Mr. Jaworski. Motion carried unanimously <br />REAPPORTION OF COUNTY COMMISSIONER DISTRICTS. <br />There have been several pieces of communication on this which all <br />members have a copy. Mr. Dick Lang, County Commisioner, was present. <br />Actin Mayor Elsenpeter introduced Ms. Margaret Langfield, Council <br />woman from Baline. <br />Mayor Gourley arrived. <br />Mr. Kulaszewicz noted that the House had passed this Resolution. It <br />would appear that there is no action necessary by this Council. <br />Mr. Lang said the State had passed this legislation in 1979 and had <br />requested affirmation this year that the County would go to 7 districts. <br />Mr. Land said the County had passed this this year. Mr. Lang felt <br />that it did not matter whether there are five or seven commissioners, <br />the County will have to be reapportioned. Mr. Lang said he could <br />support seven commissioners if there is a short ballot with some of <br />the elected official being appointed rather than be elected. <br />There was discussion of several possibilites in relationship to the <br />population centers, and how this would affect the reapportionment. <br />Mr. Kulaszewicz moved to support the move to seven County Commissioner <br />concept. Mrs. Elsenpeter is to write this Resolution. This is to be <br />on the April 13, 1981 agenda. <br />PUBLIC HEARING - LAKE DRIVE IMPROVEMENTS <br />Mayor Gourley moved to set May 26, 1981 at 7:45 P.M. as the Public <br />Hearing for the County Improvements on County Road #23. Seconded by <br />Mr. Jaworski. Motion carried unanimously. <br />LONG RANGE FIRE FIGHTING STUDY. <br />Mr. Schumacher reported the reasons for this report and noted this <br />had been done under the supervision of Mr. Norm Fritchie with the <br />assistance of Mr. Short. <br />The various aspects of this report was discussed and problem areas <br />pointed; response time was noted; the various alternatives for fire <br />coverage; the need for some camparison for fire ratings; <br />There was two concerns that should be addressed; 1) Lino Lkaes <br />establishing a west central station with Centerville as a primary <br />backupl and 2) Lino Lakes establishing a Northwest station with con- <br />tract service of some kind in the Southwestern area with Centerville <br />to be the backup department. Also, to consider the 2,000 gallon <br />tanker Lino Lakes has for use. <br />
