027 <br />I Mr. Marier asked if the County will share in some of the storm sewer <br />costs at 4th Avenue and Main Street and also said he does not under- . <br />stand how the project got so large. <br />COUNCIL WORK SESSION <br />March 10, 1986 <br />Page Two <br />Mr. Schumacher explained the background regarding the drainage problems <br />in that area and explained what was done to ease the problem tempor- <br />arily. He also explained because this street is part of Lino Lakes <br />MSA program, this City is looking at a complete MSA project for 4th <br />Avenue. Mr. Marier said he did not think that because the City would <br />like a complete program, the people should not be assessed. <br />Mr. Reinert asked if a cost benefit ratio has been established. Mr. <br />Toddie said this would be difficult because storm sewer benefits are <br />hard to determine. A survey of the value of the land versus the cost <br />of protecting the property Could have to be completed. <br />Mr. Marier said that the problems with Ditch #22 should be cleared <br />first and then get the Sherwood Green developer to complete his por- <br />tion of drainage and then see what other problems exist. He did not <br />see any reason to assess any of the people at this time. <br />There was discussion regarding Nelson Properties share of completing <br />the storm sewer portion of the project. Mr. Toddie will check on this. <br />I Mayor Benson told Mr. Marier that about nine months ago the Council <br />did add the 4th Avenue road project to the storm drainage project. <br />This is why the cost is significantly higher. <br />Mr. Bohjanen asked Mr. Toddie if County Ditch #22 should be the number <br />one project with the three entities participating in the costs and <br />then develop this project with the storm sewer program. Mr. Toddie <br />said the two projects should be done simultaneously. <br />Mr. Marier again said he felt County Ditch #22 should be cleaned <br />first and then see what else has to be done. There was further dis- <br />cussion on what else should be done. Mr. Toddie said cleaning the <br />ditch would help but not resolve all the problems. <br />Mr. Schumacher told the Council that if they decide to not go with <br />the 4th Avenue project, an alternate project will have to be deter- <br />mined or Lino Lakes will lose some of its MSA funds at the end of <br />the year. <br />Mr. Bisel asked what affect would development in Columbus or Blaine <br />have on this project. Mr. Toddie said it could increase run -off. <br />However, the system as it is currently designed will handle normal <br />development. <br />I Mayor Benson asked Mr. Toddie to check to see if the County will parti- <br />cipate in the costs of the storm sewer near the 4th Avenue - -Main Street <br />intersection. <br />
