04..E <br />COUNCIL MEETING <br />March 24, 1986 <br />Page Fourteen <br />Mr. Hawkins was concerned with item number six of the proposed <br />draft regarding termination of the agreement. Mr. Hawkins will <br />forward his comments to the administrator's office before the <br />next Council Meeting. <br />D. Rice Lake Estates Well - Mr. Toddie asked the Council for <br />permission to drill a test well to determine if there is a Jor- <br />don aquifer in this area. If it is not there the well will have <br />to be drilled to the Mt. Simon aquifer which would require a much <br />larger starting hole for the well. The cost of the test well <br />would be from $2,000 to $3,000. <br />Mr. Marier moved to go to the Jordon - or approve the drilling <br />of a test well. Mr. Bisel seconded the motion. Motion carried <br />unanimously. <br />E. 4th Avenue Projects - Mr. Toddie will be dealing with the <br />RCWD and the County and will be giving them the capacity that <br />will be required for this project and will be determining what <br />type of a system will be needed for this area. He expects to <br />get this information to'the RCWD engineers in just a few days. <br />Mr. Bohjanen asked if it be determined how large an area would <br />be served if Ditch #22 were cleaned. Mr. Toddie said the RCWD <br />engineer has determined the capacity to be seven CFS if the <br />ditch were cleaned. This would be far less than what the area <br />contributes to the ditch. The drainage area is about 1,600 acres. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Mr. Hawkins did not have a report tonight. <br />OLD BUSINESS <br />A. License Conditions for L & G Rehbein for the Distribution <br />of Lime - Mrs. Anderson has checked with Anoka County who issued <br />the license to L & G Rehbein. Mr. Jon Christenson has investi- <br />gated the concerns raised by the Council regarding sludge being <br />stockpiled on the 20th Avenue site and has determined there is <br />a violation of the license provisions. Mr. Christianson has <br />notified the contractor that continued violation will result <br />in suspension of the license. He also told Mrs. Anderson that <br />he did not have the staff to adequately inspect these types of <br />operations. <br />The Council expressed concern over the lack of routine inspections <br />of this concern. There were several suggestions including the City <br />perform the inspections and charge the County. There was also <br />concern expressed regarding what materials were contained in the <br />sludge and its potential harmful effects. <br />1 <br />1 <br />
