He did not see how Mr. Ulmers <br />ponding proposal and easement requests could benefit the existing <br />property owners. He also asked if Mr. Elsworth (Sonny) Wenzel had <br />been notified. He said the water would also back up on his property. <br />Mr. Doak also asked if Mr. Wilson had been notified since the addi- <br />tional water from the proposed 4th Addition would run off through <br />his property. <br />James Brandl, 7057 Rice Lake Court - Mr. Brandl stated if Mr. Ulmer <br />is allowed to pond as he has indicated, the water will be fifty feet <br />from his back door and could drain into his basement. It will pond <br />about three - fourths of his property. <br />Jim Hill, 298 Elm Street - Mr. Hill asked if the 100 year high water <br />line take into account the run off from the streets and will street <br />oils be addressed. <br />Carl Schmuland, 212 Ulmer Drive - Mr. Schmuland noted that the storm <br />sewer and the ditch on the west side of his property was never com- <br />pleted and the pipe was incorrectly installed. There has been some <br />staking on is property and one stake is already standing in water. <br />The ditch and pipe are already full and will flow back onto his property. <br />He is concerned about his septic system and felt there was considerable <br />financial risk as well as risk to the wildlife if Mr. Ulmer is allowed <br />to proceed with his ponding and dike system proposal. <br />Gary Dahl, 216 Ulmer Drive - Mr. Dahl said he moved to Ulmer Drive <br />because he like the rustic area and the wildlife. He was also con- <br />cerned about the dike and ponding reducing the area of his lot. <br />Karen Henrikson, 220 Ulmer Drive - Ms. Henrikson said she would be <br />least affected by Mr. Ulmer's ponding plan, but was not in favor <br />of the proposal because of the risk to wildlife and she was also <br />concerned about the resale value of her property. <br />Otan Molvig, 224 Ulmer Drive - Mr. Molvig said he was opposed to <br />the proposal for the same reasons as already pointed out. <br />Mr. Ulmer explained that his proposal will not increase the amount <br />of water that is already there, it will only determine the rate it <br />is allowed to flow out of the area. Mr. Doak said he has worked <br />in construction for many years and said the elevations he has listed <br />are incorrect. Mr. Ulmer said the pond level will stay at where <br />it presently is, it will not change and will not affect wildlife. <br />Mr. Ulmer said the ditch and culvert on the west side of Mr. Schmuland's <br />lot is where it is supposed to be, if they are incorrect, that is <br />the City's fault since the City Engineer is responsible for checking <br />the installation. <br />
