Mr. Toddie ex- <br />plained the basic problem is the lack of outfall in County ditch <br />#22 as well as the ditch being inadequate. The City had peti- <br />tioned Rice Creek Watershed District (RCWD) for repair of the <br />ditch. RCWD had reviewed the situation and told the City repair <br />of the ditch would not solve the problem and asked the City to <br />petition for an improvement of the ditch. In addition the City <br />has nearly completed plans for reconstruction of 4th Avenue to <br />include installation of storm sewers. <br />
