107 <br />SPECIAL COUNCIL MEETING <br />June 9, 1986 <br />IIIMembers of the Lino Lakes City Council met with members of the Forest Lake School <br />District School Board at 6:30 P.M., June 9, 1986 as requested by the Lino Lakes <br />City Council for communications purposes. Councilmembers present: Bisel, Bohjanen. <br />(Mayor Benson arrived later). School Boardmembers present: Ms. Olson, Ms. Novak, <br />Mr. Boettcher (Chairman), Mr. Paul, Ms. Newenfeldt, Mr. O'Nell, Mr. Brynildson <br />(Superintendent). Also present were Lino Lakes City Administrator, Mr. Schumacher <br />and Secretary, Mrs. Foster. <br />There was no particular' agenda for this meeting, the purpose being communications <br />between the two groups. Mr. Brynildson gave some specific information about this <br />school district: <br />There are only a couple larger districts in the state; area -wise the district <br />spreads approximately 25 miles from the north end to the south end. <br />- The Boardmembers are essentially state elected officials. <br />- The district includes 7 elementary schools, 2 junior and 1 senior high. <br />- The annual budget of the district is $25,000,000 per year, with $2,000,000 spent <br />per month on payroll for approximately 750 employees. <br />- 80 buses run each day. <br />- Approximately $250,000 per year is spent on recreation budget. <br />- Within Forest Lake proper approximately 300 -400 children are involved in the <br />soccer program and about the same number in the baseball program. The pool, <br />ice hockey and little league programs are community services. <br />Mr. Schumacher asked if the school district has been approached as to the affects <br />on the school district in the event one of the municipalities within the school <br />district would become involved in a tax increment financing project. Mr. Brynildson <br />said no one has approached the school district. Mr. Schumacher informed the Board <br />that Lino Lakes is presently looking into such a project. <br />When asked how the City would manage funding cuts from the state, Mr. Schumacher <br />explained that the City is keeping a reserve in case of any state aid cutbacks. <br />Mr. Bisel asked what affect there would be on the school district should the <br />northward building and population growth continue. Mr. Schumacher also explained <br />that the City is working with the Metropolitan Council to possibly amend the corn <br />plan of the City which could have an affect on the building trends within the City. <br />The feeling from the school boardmembers was that it is very difficult to forecast <br />what will happen from the school standpoint, particularly because the district <br />encompasses several municipalities, however they encouraged communications between <br />the two groups to assure that each group is kept abreast of the other groups acti- <br />vities and plans. <br />A suggestion was made that the two groups share the agendas and minutes from their <br />meetings to foster better communications. <br />The school board was asked, on behalf of concerned citizens, why there has recently <br />IIIbeen an increase in the taxes for Lino Lakes residents in the Forest Lake School <br />District. Mr. Brynildson said that the tax system is complex, it would be very <br />hard to answer this question and probably only a couple people involved understand <br />the system. <br />Mayor Benson thanked the School Board for coming this evening. The meeting adjourned <br />at 7:00 P.M. <br />
