Wayne Scanlan - First Reading, Ordinance #04 -86. Mr. Kluegel <br />explained Mr. Scanlan is considering building a veterinary clinic <br />including boarding and grooming facilities for large animals on <br />Otter Lake Road in an area zoned Light Industrial. There are no <br />zones in Lino Lakes that would accommodate this use, therefore it <br />is proposed to add "Veterinary Clinic or Office with holding fa- <br />cilities "to conditional uses in the Light Industrial zones. Mr. <br />Kluegel noted this code change would apply to all Light Industrial <br />zones in this City. The Planning and Zoning Board recommended <br />approval of this Ordinance. <br />Mr. Scanlan told the Council he plans to build a facility to ac- <br />commodate 80 to 100 animals. He said the building would be insu- <br />lated to control noise and all animals would be housed within the <br />building. Future expansion is also in his plans. Mayor Benson <br />was concerned that there would be no control over the facility. <br />Mr. Kluegel explained that the facility could not be built until <br />site and building plans were approved by the Council as well as <br />a Conditional Use Permit where restrictions could be imposed. <br />Mr. Marier suggested that Mr. Scanlan consider a building with <br />brick facing. Mr. Scanlan said he has a very nice plan with a <br />cedar front. This will be discussed further when site and build- <br />ing plans are presented. <br />121 <br />
