1 <br />129 <br />COUNCIL WORK SESSION <br />July 14, 1986 <br />Acting Mayor Reinert called to order the work session of the Lino <br />Lakes City Council for the purpose of discussing the MSA Road Plan <br />for the City. Present: Marier, Bisel, Bohjanen. Absent: Mayor <br />Benson. Also present were Randy Schumacher, City Administrator; <br />and Bob Toddie and Ron Stallberg from TKDA; Marilyn Anderson, Clerk; <br />Shar Foster, Secretary. <br />Mr. Schumacher explained how the City obtains state aid funds for <br />roads, stating also that the City must have a plan for how the funds <br />are to be used. <br />Mr. Toddie explained the present MSA plan as it was established in <br />August, 1985 - where the state aid roads are and how much money is <br />now available. He showed a map to the Council stating that the City <br />can take 20% of the road miles in Lino Lakes and designate that <br />portion as state aid roads (which would be approximately 13 miles <br />in the state aid system.) <br />Mr. Schumacher also mentioned to the Council that he has applied <br />for flooding relief funds and if these funds are received the funds <br />could work together with MSA funds for improvements. <br />Mr. Marier stated that the main change which the Council wants to <br />make to the MSA plan is the addition of improvement of West Shadow <br />Lake Drive in light of the recent flooding problems experienced <br />and that in viewing the present plan and the surplus funds within <br />MSA he could see adding the West Shadow Lake Drive project and not <br />having to delete any of the present projects on the plan. He <br />suggested that a motion be made during this evening's regular Council <br />meeting to add the West Shadow Lake Drive project (without changing <br />the time schedule for the Fourth Avenue project) to be completed <br />simultaneously with the Fourth Avenue project and move the later <br />projects further into the future. <br />Mr. Bisel asked whether consideration would be given to future <br />possible utilities when the West Shadow Lake Drive project is done. <br />Mr. Toddie said this would be addressed in the feasibility report <br />which will be completed before beginning the project. Mr. Schumacher <br />reminded the Council that the West Shadow Lake Drive project would <br />not be in the urban service district as it currently is outlined, <br />however a request is in to Metro Council to enlarge the urban service <br />district which could make the West Shadow Lake Drive area in the <br />urban service district should the request be accepted. <br />Mr. Bohjanen suggested that future work sessions which should only <br />take 30 minutes or less (such as this evening's subject) should be <br />scheduled for 6:30 P.M. rather than 6:00 P.M. <br />Mr. Marier moved to adjourn the work session at 6:40 P.M. Mr. <br />Bohjanen seconded the motion which carried unanimously. <br />These minutes considered and approved by Council on July 28, 1986. <br />Marilyn G. Anderson, City Clerk <br />
