064 <br />COUNCIL WORK SESSION APRIL 13, 1987 <br />cost, no cold weather protection costs and would allow faster <br />development of the area. This would mean that both well no. 1 and <br />well no. 2 would be hooked into these mains. The disadvantage would <br />be a restricted fire flow from Circle Pines and limited capacity fro <br />Circle Pines. This plan also allows the City to buy time before the <br />investment in a water tower. <br />Mr. Stahlberg outlined the costs of elevated water tanks. A 500,000 <br />gallon tank would cost approximately $450,000, a 750,000 gallon tank <br />would cost $650,000 and a 1,000,000 gallon tank would cost <br />approximately $850,000. These figures do not include the cost of the <br />well or the mains going to the tank. <br />Mr. Stahlberg provided a population estimate for the period through <br />the year 2000. He projected a population of 8,600 by that year. He <br />also felt his figures were conservative. He also noted that most of <br />this additional population would be situated where services are <br />available. <br />Mr. Stahlberg was asked to determine at what point Circle Pines will <br />be forces to discontinue water service to Lino Lakes (how many <br />connections would there be in Lino Lakes at that point). At that <br />point Lino Lakes would be forced to build a water tank. He noted that <br />there are some advantages for Circle Pines to continue the linkup <br />between the two cities such as our well no. 2 can be used as a backup <br />well for Circle Pines. Mr. Volk noted that Circle Pines currently has <br />a problem with not enough wells. <br />The Council felt this recommendation was worth looking into and aske <br />the Mr. Schumacher contact Springsted, Inc. and determine the cost per <br />year of a system with just the installation of water mains and the <br />second cost estimate would be with the water mains and a one million <br />gallon tank. <br />Mr. Stahlberg was asked to pursue the recommendation with Circle Pines <br />do determine if it is feasible to continue researching this idea. <br />Mr. Stahlberg then restated the two options that he will consider: 1) <br />installation of water mains from Rice Lake Estates to Black Duck Drive <br />without a storage tank; 2) water mains from Rice lake Estates to 12th <br />Avenue with a one million gallon water storage tank. <br />Mayor Benson asked if it was feasible to put up a storage tank and <br />then not use it? Mr. Stahlberg said it is feasible, however the <br />problem would be, how are you going to finance it? Mr. Volk said that <br />Shoreview currently shuts down the large tank on Lexington Avenue for <br />the winter months only using in the summer when the demand is higher. <br />PAGE 2 <br />
