110 <br />COUNCIL MEETING MAY 11, 1987 <br />Mayor Benson asked why the bids were so much higher than the estimate. <br />Mr. Stahlberg explained it was because of high ground water and the <br />fact that there is another government entity involved. Mr. Schumacher <br />asked about the individual who is waiting for service. Mr. Stahlberg <br />said he would tell him that since the joint powers agreement with <br />Shoreview is in place, he could go ahead on his own and have the <br />services installed or go with a well and septic system. <br />Mr. Schumacher asked if the Council could start over with a new <br />engineer's estimate and advertise for bids. Mr. Hawkins said yes, the <br />purpose of the charter requirements was to let the property owners <br />know that costs are higher than anticipated. He also noted that if <br />there is a contractor working in the area, the City could negotiate <br />with him to do this project. <br />Mr. Marier moved to reject all bids. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Mr. Hawkins did not have a report. <br />REVIEW OF THE LINO LAKES BUILDING ORDINANCE TASK FORCE REPORT AS IT <br />RELATES TO ORDINANCE NO. 05 - 86. <br />This item has been on the Council agenda several times in the past. <br />The last time the staff was instructed to contact the Chamber of <br />Commerce and ask them to perform a survey of local businessmen to <br />determine what their feelings are regarding building standards in this <br />City. The Chamber did a good job and has prepared the document that <br />was enclosed with the Council packets. Mr. Reinert noted that there <br />were a lot of negative comments and not many constructive comments <br />from the area businessmen. <br />After discussion on the Chamber report the Council noted that <br />Ordinance No. 05 -86 could be handled in one of three ways. The <br />Council could approve it as it is written, have it redrawn or send it <br />to the Economic Development Committee for further review. The <br />consensus of the Council was to send the ordinance to the Economic <br />Development Committee for their review and comment. <br />Mr. Marier moved to continue the moratorium on pole buildings in <br />certain districts for another four to six weeks.
