BUDGET MEETING <br />September 22, 1986 <br />Page -2- <br />Mr. Marier asked who cut the overlay program? Mr. Schumacher said <br />he had. Mr. Marier asked if each department was cut by the same <br />percentage as the Public Works Department? Mr. Schumacher explained <br />he cut each department taking into consideration the needs of that <br />department. <br />Mr. Reinert requested to see a line item budget with a zero mill <br />rate increase. He commented that he did not think the citizens <br />salaries have increased proportionally in the community. <br />Mr. Shcumacher said he could fine tune the budget but wanted the <br />Council to know that the community is growing and the demand for <br />services is also growing. <br />Chief Campbell pointed out his need for additional vehicles and one <br />additional patrolman. <br />Mr. Schumacher explained the priority items not funded and noted <br />the particular need for a warning system in Lino Lakes. He noted <br />another area in which the City must become involved is the water <br />surface management plan. <br />Mayor Benson asked that a 27.5 mill rate be defined to determine <br />what- it would give this City in actual dollars. He did realize <br />that the City is loosing $40,000 in Federal Revenue Sharing. <br />Mr. Bohjanen said he did not get his budget package until 2:00 P.M. <br />today and did not have enough time to go over it. <br />Mr. Reinert said he would like to see what the total tax impact will <br />be on Lino Lakes including schools, watershed district and county. <br />Mayor Benson noted that the Council cannot control what other tax- <br />ing authorities do, however it is the City that gets the flack. <br />Mr. Schumacher said the Council has its own responsibilities. Mayor <br />Benson said he would like to educate the citizens as to where there <br />tax money is going. Mr. Schumacher noted that 1987 would be the <br />4th year with a zero mill increase. <br />Mr. Reinert moved to adjourn at 7:00 P.M. Mr. Bohjanen seconded <br />the motion.
