042 <br />1 <br />COUNCIL MEETING <br />October 27, 1986 <br />BY ORDER OF THE CITY COUNCIL <br />City Clerk - Treasurer <br />PUBLIC HEARING - NORTH ROAD IMPROVEMENTS <br />Mayor Benson opened the public hearing at 7:34 P.M. <br />Mr. Stahlberg explained the improvement for North Road is related to the <br />improvements in Rice Lake Estates and related to the installation of the <br />trunk sewer line by Metropolitan Waste Control Commission (MWCC). It <br />was decided that since the street was to be excavated for installation of <br />the trunk sewer, water connections should be provided at the same time <br />so that Anoka County could reconstruct the street according to MSA speci- <br />fications with curbs and gutters. Mr. Stahlberg provided overhead views <br />of the construction area. He also explained the proposed costs for the <br />services are based upon the costs for Rice Lake Estates. <br />There are five property owners involved in this improvement. Mr. Stahlberg <br />explained how one property owner was provided with two services from the <br />North Road project and one service from the Sunset Road project. This <br />w enable the property owner to divide his lot into three parcels. <br />M Ron Becker, 51 North Road - Mr. Becker asked why the services were <br />placed at the corner of the lot rather than in front of the homes. Mr. <br />Stahlberg explained that he sent the correct drawings to MWCC, however, <br />their contractor installed them in the wrong location. Mr. Becker asked <br />who would pay for the extra thirty feet of connection pipe that will <br />have to be installed because of this error. Because of this error the <br />connection will also have to run under his driveway. Mr. Stahlberg said <br />he had contacted MWCC about their error and they refused to correct the <br />situation. Mr. Becker also noted he does not have a paved apron in his <br />driveway. <br />Jan Clingingsmith - 6808 Lakeview Drive - Ms. Clingingsmith asked who <br />pays for the connection from the street to the house. Mr. Stahlberg said <br />this is the responsibility of the homeowner. <br />Ms. Clingingsmith asked when it was decided to extend sewer to her house. <br />Mrs. Anderson was asked to research this in previous Council minutes. <br />Ms. Clingingsmith asked why her house was connected to the North Road <br />services since her house faces Lakeview Drive. Mr. Stahlberg explained <br />it was because Lakeview is not expected to receive sewer service until <br />some time in the future. <br />M Clingingsmith asked how footage for assessments were determined for <br />h lot since it was a corner lot. Mr. Stahlberg explained the normal <br />p edure. <br />
