COUNCIL MEETING <br />January 26, 1987 <br />Mayor Benson noted this Board has not had any particular <br />direction and he felt he was partly to blame. He asked <br />that the Council members seek out people who will support <br />Council plans. Mr. Marier moved to table this item <br />until the February 23rd Council meeting. Mr. Bisel <br />seconded the motion. Motion carried unanimously. Mr. <br />Reinert suggested this committee could be larger than <br />seven members so they could appoint subcommittees. <br />Senior Center Council - <br />Mr. Bisel moved to endorse the Senior Council. Mr. <br />Reinert seconded the motion. Motion carried unanimously. <br />Lino Lakes Civil Defense - no change <br />Charter Commission - <br />Mayor Benson noted two members of the Commission no <br />longer live in Lino Lakes, Mary Bunker and James Flannery. <br />He also noted Mr. Reinert is still a member and felt <br />he should serve as a liason. <br />Mr. Marier moved to appoint three new members and retain <br />a Council member as liason. Mr. Reinert seconded the <br />motion. Motion carried unanimously. Mayor Benson said <br />there still is a great need for this Commission and <br />asked Mr. Schumacher to contact each member to determine <br />their interest. <br />Community Advisory Committee for the Prison - no change <br />PUBLIC HEARING - TAX INCREMENT FINANCING - RESOLUTION NO. 01 -87 <br />Mayor Benson called the public hearing to order at 8:28 PM. <br />Mr. Schumacher displayed a map of the proposed Tax Increment <br />Financing District and explained those are two issues for <br />consideration in this proposal. One issue is approval of <br />establishing a project area for Tax Increment Financing (TIF) <br />represented by the Urban Service District II. This means <br />that the City wantsto plan economic development and growth <br />in this area by rising TIF. This planning area can be amended <br />by the Council from time to time. The second issue is establish- <br />ing housing district #1 -1. This will create increment dollars <br />that the City will use for improving and promoting an economic <br />tax base in the planning district. The goal is to attract <br />private investment in the planning area through redevelopment <br />1 <br />1 <br />1 <br />
