COUNCIL MEETING January 26, 1987 Mayor Benson noted this Board has not had any particular direction and he felt he was partly to blame. He asked that the Council members seek out people who will support Council plans. Mr. Marier moved to table this item until the February 23rd Council meeting. Mr. Bisel seconded the motion. Motion carried unanimously. Mr. Reinert suggested this committee could be larger than seven members so they could appoint subcommittees. Senior Center Council - Mr. Bisel moved to endorse the Senior Council. Mr. Reinert seconded the motion. Motion carried unanimously. Lino Lakes Civil Defense - no change Charter Commission - Mayor Benson noted two members of the Commission no longer live in Lino Lakes, Mary Bunker and James Flannery. He also noted Mr. Reinert is still a member and felt he should serve as a liason. Mr. Marier moved to appoint three new members and retain a Council member as liason. Mr. Reinert seconded the motion. Motion carried unanimously. Mayor Benson said there still is a great need for this Commission and asked Mr. Schumacher to contact each member to determine their interest. Community Advisory Committee for the Prison - no change PUBLIC HEARING - TAX INCREMENT FINANCING - RESOLUTION NO. 01 -87 Mayor Benson called the public hearing to order at 8:28 PM. Mr. Schumacher displayed a map of the proposed Tax Increment Financing District and explained those are two issues for consideration in this proposal. One issue is approval of establishing a project area for Tax Increment Financing (TIF) represented by the Urban Service District II. This means that the City wantsto plan economic development and growth in this area by rising TIF. This planning area can be amended by the Council from time to time. The second issue is establish- ing housing district #1 -1. This will create increment dollars that the City will use for improving and promoting an economic tax base in the planning district. The goal is to attract private investment in the planning area through redevelopment 1 1 1
