Cuts will be <br />needed to balance the budget. <br />Mayor Benson noted that the preliminary budget reflects a 21% increase <br />over 1987. Mr. Schumacher said he had not calculated percentages <br />since the preliminary budget is not near final form. <br />Mayor Benson noted that Council salaries have not been increased for <br />several years and wanted this reflected in the 1988 budget. He also <br />felt that it was understood that this preliminary budget was to be <br />close to final stages.
