Planning & Zoning Board <br />January 28, 2004 <br />Page 2 <br />Glenn Van Wormer, SEH, summarized the traffic analysis for the Board. He noted the <br />existing roadway would not handle the additional traffic. He stated the ramps would <br />need to be realigned, which would allow signalization. He indicated they also wanted to <br />get left turn lanes onto the freeway. He stated what they found in their simulation, is this <br />type of plan worked very well, but there would still be a little bit of a delay. He indicated <br />stated in about 2010, was when this plan would expire as to being able to handle all of the <br />traffic. He noted the bridge would not be changed with this plan. <br />Mayor John Bergeson swore in new Board Members Mr. Root, Mr. Hyden and Mr. <br />Pogalz. <br />Heather Kienitz, SEH, presented a simulation of the traffic flow through 2010. <br />Ms. Lane asked if Anoka County was willing to fund any of these proposed <br />improvements. Ms. Grochala replied at the present time, the City would the body that <br />paid for the improvements. <br />Mr. Tralle asked if the Lake Drive and 35W intersection would eventually look like the <br />Lexington intersection. Mr. Grochala replied it would be a very similar intersection. <br />Bill Griffin, Hartford Group, introduced the development team including John Tice, Matt <br />Nugent, and Larry Johnson. <br />Matt Nugent, Project Architect, presented some of the proposed materials they would be <br />working with, the architecture of the buildings, and the building elevations. He indicated <br />they had taken staffs previous suggestions and incorporated them into the new proposals. <br />Mr. Root inquired about the signage. Mr. Grochala replied as a part of the overall <br />project, they would need to have some standard sign criteria and this would be presented <br />at a future meeting. <br />Mr. Grochala pointed out that they wanted an intergenerational development that <br />accommodated many different people. <br />Mr. Pogalz asked if specific standards would be set for the materials used on this project. <br />Mr. Grochala replied the materials presented tonight were what they intended to use for <br />the senior center. <br />Mr. Pogalz asked if it had been determined yet what the cost of the individual units <br />would be. Mr. Griffin stated one of the things they were doing was have a Master Plan <br />for the entire project, but one of the first buildings to be build was the senior housing and <br />that was the materials they were presenting tonight. He noted the performa had not yet <br />been determined. <br />Mr. Grochala stated there would be design guidelines for this development. <br />APPROVED MINUTES <br />
