1 1 1 COUNCIL MEETING JANUARY 11, 1988 implement a solid waste abatement program in 1988. This resolution is requesting use of the 1988 funding for solid waste abatement for a study to establish the goals and objectives of the program. He noted that Anoka County has already prepared a plan for the County but Mr. Volk is looking for some expertise in preparing a plan for Lino Lakes. Mr. Reinert asked why the County was not providing the expertise. Mr. Schumacher explained the personnel at the County level are not available to help each city in the County on an individual basis. It was noted that this is another state mandated program without funding. Mr. Reinert said he had sat in on the early meetings at the County and noted that there was a large staff present at these meetings. He felt that the County should have provided a master plan that Lino Lakes could fit into. Mr. Schumacher said there is an overall plan but it is very general. Mr. Reinert moved to authorize Mr. Schumacher and Mr. Volk to move forward toward a solid waste abatement plan and bring the plan to the Council and adopt Resolution No. 04 - 88. Mr. Bisel seconded the motion. Motion carried unanimously. ' CITY OF LINO LAKES RESOLUTION NO. 04 - 88 RESOLUTION AUTHORIZING LINO LAKES CITY STAFF TO UTILIZE 1988 SOLID WASTE ABATEMENT FUNDS FOR PLANNING PURPOSES WHEREAS, WHEREAS, the City of Lino Lakes is required to implement a waste abatement program, and the Lino Lakes City Council requests that a study be conducted to establish the goals and objectives of the program, a step by step initiation plan, and a schedule for activation for each procedure of the Solid Waste Abatement Work Plan, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LINO LAKES: 1. That the 1988 Solid Waste Abatement Funds for Lino Lakes be used for the establishment of a Solid Waste Abatement Plan outlining an initiation plan, goals and objectives, and a schedule for activating each PAGE 15 149
