CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DATE: October 27, 2014 <br />TOPIC: Consider 1st Reading of Ordinance No. 09-14 Amending <br />City Code Section 1010 Relating to the Regulation of <br />Signs <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration to amend the City sign regulations. <br />BACKGROUND <br />Following a City Council request to review the City's temporary sign regulations, the Planning <br />and Zoning Board held a public forum, in December of 2012, to solicit comments from area <br />businesses and institutional uses. Staff also completed a survey of sign regulations for <br />surrounding communities. Nine (9) individuals brought forth suggestions regarding signage <br />needs. In general the respondents requested more flexibility in the annual day allowance, <br />location and duration of temporary sign permits. The board discussed several options in <br />February of 2013 no final recommendations were made. <br />In September of 2013 the City Council was approached by the pastor of Gethsemane Church <br />requesting additional signage and expressing concern over the limited flexibility for multiple <br />temporary signs on a property. The council directed staff to bring the issue back to the <br />Planning and Zoning board for further discussion. The following modifications were discussed <br />at the October 9, 2013 Planning and Zoning Board meeting. Comments were forwarded to the <br />City Council and discussed at the November 4, 2013 Council work session. A draft ordinance <br />was prepared and a public hearing was held at the May 14, 2014 Planning and Zoning Board <br />meeting. Additional public comment was received including discussion on the display of flags. <br />The hearing was continued and additional discussion was held by the board on June 11, 2014, <br />July 9, 2014 and August 13, 2014 regular meetings. The Planning and Zoning Board took <br />action at the August 13th meeting to recommend approval of the ordinance as drafted. <br />The City Council discussed the proposed changes at the September 2, 2014 work session. <br />Council directed staff to limit the allowable period to display temporary off -premise signs to <br />Friday through Monday. <br />A summary of changes by section has been provided for council review along with the <br />proposed ordinance amendment.
