CITY COUNCIL AGENDA ITEM 6A STAFF ORIGINATOR: Michael Grochala MEETING DATE: October 27, 2014 TOPIC: Consider 1st Reading of Ordinance No. 09-14 Amending City Code Section 1010 Relating to the Regulation of Signs VOTE REQUIRED: 3/5 INTRODUCTION Staff is requesting City Council consideration to amend the City sign regulations. BACKGROUND Following a City Council request to review the City's temporary sign regulations, the Planning and Zoning Board held a public forum, in December of 2012, to solicit comments from area businesses and institutional uses. Staff also completed a survey of sign regulations for surrounding communities. Nine (9) individuals brought forth suggestions regarding signage needs. In general the respondents requested more flexibility in the annual day allowance, location and duration of temporary sign permits. The board discussed several options in February of 2013 no final recommendations were made. In September of 2013 the City Council was approached by the pastor of Gethsemane Church requesting additional signage and expressing concern over the limited flexibility for multiple temporary signs on a property. The council directed staff to bring the issue back to the Planning and Zoning board for further discussion. The following modifications were discussed at the October 9, 2013 Planning and Zoning Board meeting. Comments were forwarded to the City Council and discussed at the November 4, 2013 Council work session. A draft ordinance was prepared and a public hearing was held at the May 14, 2014 Planning and Zoning Board meeting. Additional public comment was received including discussion on the display of flags. The hearing was continued and additional discussion was held by the board on June 11, 2014, July 9, 2014 and August 13, 2014 regular meetings. The Planning and Zoning Board took action at the August 13th meeting to recommend approval of the ordinance as drafted. The City Council discussed the proposed changes at the September 2, 2014 work session. Council directed staff to limit the allowable period to display temporary off -premise signs to Friday through Monday.
