1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 8, 1988 <br />Consideration of the Park Board's Proposal to Conduct a Park <br />Needs /Citizen Attitude Survey - Mr. Schumacher explained <br />that the Park Board has considered several methods of <br />obtaining citizen input regarding City parks. The Board is <br />recommending a written survey as proposed by Lee Mehrkens. <br />Mr. Bisel moved to have the City proceed to do a citizen <br />survey as outlined in Lee Mehrkens letter of January 26, <br />1988 for a fee of $3,950.00 and have the City Administrator <br />set areas for polling, and also get Lee Mehrkens to present <br />his proposal to the Council. Mr. Reinert seconded the <br />motion. Motion carried unanimously. <br />Consideration of a Proposal from the Rice Creek Trails <br />Association - Mr. Schumacher explained that this <br />organization presently maintains snowmobile trails in one of <br />the City parks but has requested to change the route of that <br />trail. The Park Board has reviewed the request and <br />recommends approval and Mr. Volk has written a memorandum <br />indicating that there would not be a problem with the <br />request. Mr. Reinert moved to approve the recommendation <br />with the stipulation that a Certificate of Insurance be sent <br />to the City Office for the file. Mr. Bisel seconded the <br />motion. Motion carried unanimously. This will be reviewed <br />on an annual basis. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Mr. Hawkins did not have a report. <br />ENGINEER'S REPORT - RON STAHLBERG <br />Status Report on Second Avenue - Mr. Stahlberg noted the <br />proposed improvement of 2nd Avenue because of the planned <br />extension of sewer and water in that area. He noted that <br />the Rice Creek Watershed District has recommended in their <br />draft 509 Plan that wetlands be used for retention of storm <br />water runoff. He suggested that the Council acquire right <br />of way for drainage and holding ponds for the 2nd Avenue <br />project. He gave his opinion as to where this ponding could <br />occur. <br />OLD BUSINESS <br />Gaughan Companies Extension - The Gaughan Companies has <br />written requesting an extension of the 180 day Exclusive <br />Negotiations Agreement between the Gaughan Companies and the <br />City of Lino Lakes.
