The use of the State Transportation Plan as a mechanism for guiding future transportation <br />investment. <br />While the focus of the board's studies would be on transportation it is our intention that it consider <br />transportation spending within a broader coat= of overall state spending. The events of recent years <br />indicate that transportation spending, and particularly highway spending, can no longer be considered in <br />a vacuum apart from other state programs and commitments. The sooner such a broad context is <br />achieved the more likely it is that the present uncertainties and policy shifts can be replaced by the <br />funding stability needed to carry out any long -range plan. <br />
