February 10, 1988 <br />CITY ENGINEERS ASSOCIATION <br />of MINNESOTA <br />TO: Mayors, Councilmembers, City Administrators, <br />City Clerks, and City Engineers <br />RE: Highway Funding <br />At the City Engineers Association of Minnesota annual business meeting on <br />January 21, 1988, the need for additional monies to preserve existing roadways, <br />reconstruct roads as necessary, and complete construction of the roadway system <br />was discussed. A motion was passed supporting the highway funding <br />recommendations of the Transportation Finance Study Commission. The <br />recommendations are outlined in the enclosed document. The two primary <br />recommendations are that the gasoline tax be increased by three cents per gallon <br />effective June 1, 1988, and that the share of the motor vehicle excise tax <br />(MVET) revenues going to transportation be increased from the present 5% to 35 %. <br />The motion directed that cities be informed of this position of the City <br />Engineers Association of Minnesota, and be asked to take action supporting this <br />position. Mayors, councilmembers, administrators and other individual <br />representatives of cities are also requested to contact their legislators to <br />ask them for their support of the recommendations of the Transportation Finance <br />Study Commission. <br />A sample resolution is enclosed for your consideration.
